Rincon Phase 2 Decommissioning Project

The Rincon Phase 2 Decommissioning Project, managed by the California State Lands Commission under solicitation W30134, involves the decommissioning and environmental remediation of oil and gas facilities in Ventura County. The scope of work includes the removal of remaining surface structures on Rincon Island, located approximately 3,000 feet offshore of Punta Gorda, and the remediation of contaminated soil and interstitial water. Onshore activities are centered at the Onshore Facility at 5750 W. Pacific Coast Highway and the newly added Coast Ranch parcel. These onshore efforts utilize a dig-and-haul method for contaminated soil excavation and a pump-and-treat system for groundwater remediation, alongside the decommissioning of pipeline connections from the causeway abutment to the vault box and improvements to the adjacent State Coastal Conservancy parcel. The project is governed by the California Environmental Quality Act and an approved Final Environmental Impact Report and Addendum adopted on November 7, 2025. Performance is scheduled across several phases: the Onshore Facility parcel requires 45 workdays, the Coast Ranch parcel requires an additional 134 workdays, and restoration monitoring will occur quarterly for one year. Work is restricted to weekdays from 7 a.m. to 5 p.m. Strict environmental compliance measures are required, including the implementation of a Storm Water Pollution Prevention Plan, an Oil Spill Contingency Plan, and a Cultural and Tribal Cultural Resources Management and Treatment Plan. Additionally, the project mandates biological protections, such as nesting surveys and monarch butterfly aggregations surveys, and prohibits ground disturbance within the bed and bank of Los Sauces Creek.
