1. Change of the start of the Period of Performance from 07 July 2026 to 03 August 2026; and
2. Extend the Offer Due Date from 17 June 2026 to 13 July 2026 at 0700 HST.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore-based activities in the Pacific.
PHNSY & IMF seeks a qualified contractor to provide monthly rental of a minimum of eight (8) high-capacity dehumidifying/air conditioning rental units to support mission-critical environmental control operations. Each unit must have a minimum cooling capacity of 12.5 tons or 20 tons, airflow capacity of at least 5,000 cubic feet per minute (CFM) and be mounted on a skid with certified welded lifting points for safe handling and deployment. The contractor shall provide all labor, equipment, tools and materials in order to accomplish the work detailed in the Performance Work Statement (PWS).
The tentative period of performance for this service:
Base Period: 07 July 2026 - 06 July 2027.
Option Period: 07 July 2027 - 06 January 2028*.
*Performance period may be updated.

- In order to evaluate Technical Capability, the Offeror is required to submit a detailed technical quote (not to exceed 10 pages) demonstrating thorough knowledge, understanding, and approach to accomplishing each paragraph in the PWS. It must contain sufficient detail for evaluation against the PWS and comply with the required period of performance. If a subcontractor is providing required equipment rental, their technical capability must also be included. Note: Nonconformance will deem an Offeror ineligible.
- As part of the price quote package, the Offeror shall complete Form SF 1449:
- Page 1, Box 17a: Provide the Contractor name, address, telephone number, and CAGE Code.
- Page 1, Box 30a-c: Complete, sign, and date (must be signed by an authorized representative/official).
- Page 3: Fill out the unit prices and total amounts for CLIN 0001 and CLIN 1001.
- Submission of a signed offer to the Government constitutes agreement and acceptance of the solicited terms and conditions.
- The Government may revise the solicitation at any time by means of an Amendment. It is an Offeror's responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation.
- Labor, material, travel and other direct costs shall be included. Travel, airfare, lodging, rental car, and per diem shall be in accordance with current Department of Defense Joint Travel Regulations (JTR) and Revolutionary FAR Overhaul (RFO) 31.205-46. Travel receipts shall be provided upon request.
- Notice of email size and attachment: Emails, including all attachments, must not exceed 35 MG. Oversized emails will not be received. If necessary, submit the offer across multiple emails and clearly mark the sequence in the subject line (e.g. “Email 1 of 3”).
- Contract award will be in accordance to RFO 52.212-2 (and its addendum) as stated in the solicitation.
