DH10--New Requirement: Schneider Electric (SE) EcoStruxure Power Monitoring Expert (PME) Software, Maintenance, and Technical Support - Recompete

The Department of Veterans Affairs, through its Office of Information and Technology, is seeking information from vendors regarding the upgrade of Schneider Electric EcoStruxure Power Monitoring Expert (PME) software from a 25-device to a 50-device perpetual license, along with ongoing maintenance and technical support. This effort is part of market research conducted under a Request for Information (RFI) numbered 36C10B26Q0577, which is not a solicitation for bids or proposals and carries no obligation for the Government to award a contract. The software is critical for monitoring electrical performance and power quality across VA data center infrastructure, primarily at the Austin Information Technology Center, and must integrate securely via SFTP with existing metering systems. Vendors must demonstrate the ability to deliver a perpetual license for 50 devices, provide quarterly software updates, 48-hour patching for high-risk vulnerabilities, and 12x5 technical support. All deliverables are electronic, with no physical packaging or preservation requirements, and must be accompanied by a Deliverable Support Information (DSI) form and OEM license confirmation. Proposals must be submitted as a single Vendor Capabilities Statement not exceeding five pages, including a cover page with company name, point of contact, and NAICS 541519 size certification, by 1:00 PM CST on July 15, 2026, to Chantel.Bass@va.gov. The contract, if awarded, would have a base period of one year beginning February 12, 2027, with two one-year option periods extending through February 11, 2030. Technical compliance is mandatory across multiple domains: adherence to VA Zero Trust Architecture, NIST and OMB AI principles including truth-seeking and unbiased outputs, Section 508 accessibility, IPv6-only and dual-stack network compatibility, compliance with TIC 3.0 standards, and strict data protection protocols including prohibition of public AI tools and affirmation of government ownership of all deliverables. Contractors must also comply with SSN reduction mandates, using ICN identifiers, and ensure all software licenses remain valid for the full contract life. The Government retains unlimited rights to all data, code, and models generated under the contract and will evaluate submissions based on technical acceptability, with award anticipated under a Lowest Price Technically Acceptable approach.
