DIGITAL FIRES SYSTEMS ENGINEERING SERVICES

The U.S. Army is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide a single, full-time, on-site Digital Fires Systems Integration Engineer (DFSE) at Fort Hood, Texas, to support the III Armored Corps Fire Support Element in maintaining and advancing the digital fires architecture critical to the sensor-to-shooter kill chain. The contractor is required to deliver advanced technical integration, configuration, troubleshooting, and evaluation of digital fire support systems, tactical communications networks, sensors, navigation systems, and emerging mission command technologies including Next Generation Command and Control (NGC2) and Artillery Systems Cooperation Activities (ASCA) interoperability standards. The role demands daily on-site presence from 0800 to 1700 Monday through Friday, with travel expected to subordinate units and operational sites for exercises, training, and experimentation. The contract includes a surge capability to activate additional qualified personnel for multi-location events. The performance period spans a one-month phase-in from June 15 to July 14, 2026, followed by an eleven-month base period, four 12-month option periods through June 14, 2031, and a final six-month extension through December 14, 2031, with a maximum total duration of 66 months. The contract is Firm Fixed Price for all services except travel, which is designated as Not-to-Exceed, and requires full inclusion of all labor, supervision, equipment, materials, and indirect costs in the base pricing. The DFSE must meet mandatory requirements including active SECRET clearance, IAT Level I certification (via CompTIA Security+, Network+, A+, GSEC, or SSCP), and demonstrated years of operational experience with digital fire systems such as AFATDS and JADOCS. Cybersecurity compliance is assessed via an Acceptable/Unacceptable evaluation of CMMC status or SPRS score, and failure to meet any pass/fail gate disqualifies an offeror from price evaluation. The contractor must submit a Quality Control Plan within 30 days of award, key personnel resumes within 15 days, and monthly status reports by the fifth workday of each month. Additional deliverables include replacement notifications within 24 hours of personnel departure and submission of replacement candidates within 10 business days.
