Disaster and Emergency Services Master Agreement (DESMA) RFSQ

The County of Los Angeles Internal Services Department is soliciting qualified bona fide transportation companies for a Disaster and Emergency Services Master Agreement (DESMA) under solicitation GCS-10635-S. The primary objective is to secure as-needed emergency transportation services for various County departments throughout Los Angeles County. Selected vendors must be capable of responding to service requests within four hours of notification and must maintain 24-hour emergency availability seven days a week, including a designated after-hours contact. Eligible vehicles include school, coach, and transit buses, as well as wheelchair-accessible buses and vans, all of which must meet California and County of Los Angeles safety standards. Drivers must be at least 21 years old and possess a valid Class A or B California Driver's License with a passenger endorsement. Additionally, drivers are required to hold a current Department of Transportation Medical Certificate (DL-51), a Red Cross First Aid Card from the California Highway Patrol, and specific certifications such as SBH, SPAB, YOB, or PV. Applicants must submit a Statement of Qualifications and complete the Community Business Enterprise (CBE) information form in Excel format to document ownership and certification status for minority, women, disadvantaged, disabled veteran, or LGBTQQ business enterprises. The selection process is based on qualifications and capabilities, with a strict requirement that statements in the submission be accurate to avoid rejection. Award decisions will be made without regard to race, ethnicity, color, religion, sex, national origin, age, sexual orientation, or disability.
