ELCP Network Management

The Washington State Department of Children, Youth and Families (DCYF) is seeking a qualified contractor under solicitation 27-DCYF-EL-007 to provide project management for the Early Learning Coordination Plan (ELCP) Network. For the 2026-2027 federal fiscal year, the project focuses on expanding network membership, refining outcome measurements, and developing strategy recommendations for early learning leadership across Washington. Key deliverables include maintaining detailed membership tracking by demographics and geography, facilitating both in-person and virtual learning environments, and delivering a conflict resolution training series consisting of eight one-hour sessions. The contractor must employ equitable, lived-expert centered, and collaborative approaches to ensure diverse voices are included in decision-making. The contract will be awarded to the bidder with the highest total points, based on a 100-point written evaluation of the work plan and 5 preference points for Executive Order 18-03 certification. Bidders must be licensed in Washington or commit to licensure within 30 days of selection and must possess a Unique Entity (UEI) number. Strict insurance requirements apply, including 2 million dollars in Commercial General Liability, 1 million dollars in Professional Liability, and a 3 million dollar umbrella policy. Administrative compliance is mandatory, requiring the submission of specific certifications, a 15-page limit for the response form, and adherence to a 30MB email submission limit. Payments are processed via A-19 vouchers through the Statewide Payee Registration system, with a standard 30-day payment term.
