The contract establishes that all award notifications for HQ, OSC at Rock Island, IL, will be issued exclusively through electronic means via the Electronic Document Access (EDA) website, with no paper copies distributed. Vendors must be registered with the EDA system to obtain electronic copies of awards. To receive award notifications, vendors are required to provide a valid email address as specified in the solicitation. Failure to provide an email address means the vendor will not receive direct electronic award notices and must monitor the Federal Business Opportunities (FedBizOpps) or the ASFI/Procurement Notifications portals independently. This responsibility includes checking for both award notifications and the 10-day protest period deadlines, and any failure to monitor these sources does not justify delays or extensions. Additionally, notices of awards to unsuccessful offerors will also be sent only via electronic mail or through FedBizOpps/Vendor Notification features for those who provide their email addresses. Absent an email address, no separate notices will be provided, and vendors must periodically check the appropriate online systems to ascertain award status. The contract underlines that vendors’ diligence in monitoring electronic resources is critical, as no extensions or leniency will be granted due to lack of notification. Registration information and assistance for the EDA and FedBizOpps systems are provided via specified websites to facilitate vendor access and compliance. The Department of Defense’s USA Joint Munitions Command oversees this process, emphasizing streamlined electronic communication for contract awards.
