Elevator Service and Repair Contract

The City of Rocky Mount is soliciting proposals for a full-service, all-inclusive elevator maintenance contract to ensure city equipment remains in safe operating condition and aligned with original design performance. The scope of work includes routine maintenance such as cleaning and lubricating components, performing annual and five-year ANSI A17.1 safety tests, and providing 24/7 emergency callback services with a one-hour onsite response time. Services will be performed across multiple city locations, including the Judicial Center, Bus Station, Senior Center, and various warehouses. The selected contractor must have employees stationed within a 25-mile radius of these facilities and provide critical spare parts within 48 hours of a repair need. The contract will be awarded to the lowest responsible and responsive bidder, with a local preference available for eligible bidders within 5 percent or $25,000 of the lowest non-local bid. Proposals are due by October 1, 2026, and must include completed pricing forms, acceptance of general terms, and supplemental vendor information. Vendors are encouraged to meet a 10 percent aspirational goal for minority business participation. Administrative requirements include monthly invoicing with NET 30 payment terms, the designation of a vendor project manager, and compliance with North Carolina E-Verify and licensing laws. All work is guaranteed for the duration of the contract plus 90 days following termination.
