The U.S. Department of Energy (DOE), Office of Energy Analysis intends to award a sole source contract to Rystad Energy AS. The requirement consists of access to a database of historic and forecasted production and spending for 65,000 oil and natural gas fields and exploration licenses globally. The required database will provide historical data and information on production forecasts, reserves and resources, yet to find volumes, costs and investments forecasts, implied oil and gas prices, and breakeven prices. Rystad Energy?s UCube database is the only complete and integrated field-by-field database that provides the required parameters. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible Source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source procurement with Rystad Energy AS, then they should submit a capability statement and pricing information for the requirement by 3:00pm EST January 14, 2013. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
