Performance is subject to strict government acceptance criteria requiring 100% compliance with the Performance Work Statement, including safe delivery, proper maintenance, and adherence to DOT and CFR regulations for vehicle inspection, hazardous materials placarding, and equipment certification using DD 626 stickers and UL-rated fire extinguishers. The contract incorporates numerous FAR and DFARS clauses governing contractor conduct, including personal identity verification, System for Award Management maintenance, cybersecurity safeguards under 52.240-93, trafficking in persons compliance with Plan Alt I, paid sick leave under EO 13706, accelerated payments to small business subcontractors, and prohibitions on contracting with inverted domestic corporations or entities linked to the Maduro regime or China-based telecommunications providers. Evaluation will be based on a best-value trade-off considering technical capability, price reasonableness, and past performance, without assigned weights or adjectival ratings, and awards will not be made solely on the lowest price. The government will not provide any equipment or materials—contractors must supply all tools, supplies, and supervision.
