Public Services and Procurement Canada (PSPC) is issuing a Notice of Proposed Procurement on behalf of the Department of National Defence (DND) for a Request for Proposal (RFP).
To enhance its selection practices, the CAF requires Evidence-based Character Assessments for use in its appointment and promotion processes.
Psychometric assessments will be used to assess cognitive ability, personality characteristics, and leadership behaviours. In addition, 360-degree multi-rater assessments will be used to confirm suitability when a candidate had been identified for potential promotion or appointment to a position. The 360-degree multi-rater assessments measure competencies and dimensions of character related to the candidate's leadership behaviours, interpersonal relationships, and integrity.
The volume of 360-degree multi-rater assessments in the first year of the contract is estimated to be below 200 assessments. The volume will gradually scale to approximately 425 assessments annually over the remaining length of the contract. The proposed contract is for a period of 2 years with the option to extend the contract for up to three (3) additional 1-year options.
