This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) AG-82CS-S-13-0028. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-67 and are available in full text through Internet access at http://www.acquisition.gov/far. The U.S. Forest Service (USFS) encourages the participation of disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 541850 and the small business size standard is $14 million. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit an offer which will be considered by the Forest Service. This combined solicitation/synopsis is for the fabrication and installation of Kiosks within the Pagosa, Dolores, and Columbine Ranger Districts of the San Juan National Forest near the city of Durango, Colorado. Proposals are due for this combined synopsis/solicitation on August 27, 2013 at 11:00AM Mountain Time and shall be delivered by the specified time to the USFS, Attn: Domingos, 15 Burnett Court, Durango, CO 81301. Facsimile proposals will not be accepted. Proposals may be submitted electronically to contact@example.gov. Offers shall be submitted on the SF 1449, which is included in this solicitation, by completing Blocks 17 and 30 (A, B, & C) and indicating the total price in Block 24. All Offerors shall be registered on the System for Award Management (www.sam.gov) for Central Contractor's Registry (CCR) in accordance to FAR 52.204-7 and completed the Online Representations and Certifications (ORCA) in accordance to FAR 52.204-8. Offerors must respond to all evaluation criteria in Section M of the solicitation to be considered responsive to this solicitation. Offerors to fail to meet these three criteria will not be considered in the Technical Evaluation of offers. A formal pre-proposal site visit is not scheduled.
