The United States Property and Fiscal Office for the Arizona Army National Guard is preparing to award a sole-source, firm fixed price contract to CBS Outdoor for an approximately nine-week advertising campaign on the Phoenix Metropolitan Area’s Light Rail System and bus/light rail stations. This exclusive contract involves wrapping the center sections of multiple Valley Metro light rail trains and displaying static advertisements at 50 or more bus and light rail stations. The sole-source award is justified by the existing exclusive agreement between Valley Metro and CBS Outdoor, which grants CBS Outdoor exclusive rights to coordinate advertising on their property and equipment. The contract will be awarded under specific procurement regulations allowing restricted competition due to this exclusivity. Although a solicitation will not be publicly posted, interested responsible sources could submit documents such as Business Capability Statements, Proposals, Quotations, or Requests for Information by a specified deadline. Submissions must include written confirmation from Valley Metro that the vendor can provide the required advertising, as well as complete company contact information and business size details according to NAICS code 541850 for Recruiting and Retention Advertising. Late or incomplete submissions would be considered non-responsive and excluded from consideration. This notification serves to inform the business community of the pending contract award and the associated requirements, including proper referencing of the designated control number in correspondence.
