THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. A VENDOR HAS ALREADY BEEN SELECTED AND IS PENDING AWARD. The United States Property and Fiscal Office, Arizona Army National Guard, (USPFO for AZ), is providing notification of a pending sole-source award for advertising on the Light Rail System and in various Light Rail and Bus Stations in the Phoenix Metropolitan Area. The purpose of this notice is to provide visibility to the business community of an opportunity; that the USPFO for AZ intends to award to a selected vendor. USPFO FOR AZ intends to enter into a firm fixed price (FFP) contract using the procedures in FAR Part 12 and in conjunction with FAR part 13; with CBS Outdoor, 101 N. 1st Ave., Phoenix, AZ 85003. This contract shall be awarded for an approximate nine week advertising campaign, with no option years. This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 2304(c)(1) , as implemented by authority in FAR 6.302-1(b)(2). The restriction of competition for this procurement is based upon the fact that this is a contract for Wrapping an Image on a Passenger Train Car and Static Ad Space at bus/light rail stations, on the property and equipment of the Local Association of Government's Public Transportation System (Valley Metro) and that the Local Government has entered into an exclusive agreement with CBS Outdoor to provide all advertising coordination and be the exclusive agent concerning the Light Rail and Bus System advertising in the Phoenix Metropolitan Area. The following is a list of the Advertising required by the USPFO for AZ: 1. Wrap multiple Valley Metro light rail trains with an image (center sections only). 2. Static ads that will be displayed at 50 or more bus/light rail transit stations Because this is a sole-source procurement, a solicitation will not be posted to the Internet. Responsible Sources may elect to submit one of the following documents a: Business Capability Statement; Proposal; Quotation; or Request for Information (RFI), for consideration by this agency. It is the sole responsibility of the offeror to submit their: Business Capability Statement; Proposal; Quotation; or RFI, in writing, to: thomas.w.mckendry.mil@mail.mil by no later than 1200 MST, 8 July 2013 EDT. Initial submission documents that are received after this time will be considered non-responsive and will remove the Offeror from consideration. When you submit a: Business Capability Statement; Proposal; or Quotation you are required to provide the following information: 1. Provide written confirmation from Valley Metro that you can provide the advertising listed above. Business Capability Statements; Proposals and Quotations lacking this statement shall be considered non-responsive and the offeror shall be removed from further consideration. When you submit a: Business Capability Statement; Proposal; Quotation; or RFI, you are required to provide the following information: 2.
