Facility Needs Priority 1 Program Projects

The Facility Needs Priority 1 Program is a maintenance initiative managed by the County of Alameda General Services Agency to remediate priority deficiencies across 18 county-owned facilities. Based on a 2018/2019 Facility Conditions Assessment, the program focuses on modifying existing facilities and replacing or reconstructing utility systems. The work is located within the cities of San Leandro, Oakland, and Hayward, and specifically benefits essential public services including healthcare, behavioral health, youth centers, homeless shelters, and probation facilities. The projects will be delivered using Design Build and Job Order Contracting procurement methodologies. Under the guidance of Senior Project Manager Liam Brown, the program has been granted categorical exemptions from further California Environmental Quality Act review under Class 1 and Class 2 guidelines, as the modifications are expected to have no significant environmental impact.
