Curtimade Dairy, Inc. (PSP07-011)Curtimade Dairy, Inc. is expanding its existing dairy operation in Tulare, California, under a special use permit process governed by the California Environmental Quality Act (CEQA), not a federal procurement contract. The project involves increasing the facility’s capacity from 5,199 to 6,566 animal units by replacing two 88-stall herringbone milking parlors with a single 100-stall rotary milking parlor, adding freestall housing with flush systems, shaded corrals, calf hutches, and related infrastructure across a 143-acre expansion on a 1,395-acre site. Environmental review was completed through an adopted Environmental Impact Report (EIR), with binding mitigation measures and a monitoring plan enforced by the Tulare County Resource Management Agency and the San Joaquin Valley Unified Air Pollution Control District. The site is located at 18337 Road 24, Tulare, CA, and approval was granted by the Tulare County Planning Commission on January 25, 2012. Financial obligations are managed through the Tulare County Auditor-Controller and Clerk-Recorder offices, with payments tied to administrative fees such as the EIR filing fee (Invoice No. EIR 07-011), but no contract value, pricing, or federal appropriation data is available. There are no federal contract clauses, contracting officers, or procurement mechanisms in place; instead, oversight is regulatory, focused on environmental compliance, land use, and air quality permitting. No solicitation, bid evaluation, or award process exists, and the project is not subject to FAR provisions, federal accounting codes, or technical delivery specifications. The applicant, Curtimade Dairy, Inc., with contact Todd Jones and administrative support from Sandy Roper of Tulare County, is responsible for implementing the approved plan in full compliance with CEQA conditions, and all inspections and acceptances are administered locally through county agencies.

Correia Family Dairy Farms Expansion
Solicitation # CUP21-009
The Correia Family Dairy Farms Expansion project in Gustine, California, aims to significantly scale up dairy operations by increasing the animal capacity from its current level to a total of 6,075 animals, marking an expansion of 3,945 animals. The project involves the construction of five new freestall barns, two new loafing barns, a new milking parlor, and a replacement dairy well, all situated at the existing facility located at 26380 W. Fahey Road. The development is governed by California-specific environmental regulations rather than federal acquisition frameworks, with Merced County’s Community and Economic Development Department serving as the lead agency. Compliance with CEQA and mandates from the San Joaquin Valley Air Pollution Control District, State Water Resources Control Board, and CalGEM is central to the project’s approval process. Key environmental performance benchmarks include a 29% reduction in greenhouse gas emissions, adherence to Best Performance Standards for dust, odor, and lighting controls, and implementation of nutrient management, stormwater management, and erosion control measures. The project’s timeline for construction spans from May 12, 2025, to December 1, 2026, with finishing work extending through the end of that year. Environmental impact assessments have identified critical evaluation criteria such as air quality, water quality, land use compatibility, biological and cultural resources, greenhouse gas emissions, and nuisance conditions, all rated using adjectival significance levels like Less-than-Significant, Potentially Significant, and Significant/Unmitigable. While no formal federal contract clauses, pricing structures, or procurement evaluation methodologies are documented, the project requires certifications from the dairy operators and a Certified Nutrient Management Specialist to affirm compliance with regulatory standards, including the State’s General Order R5-2007-0035. Ongoing reporting obligations include annual submission of nutrient management records, monitoring data, and land application records to the Central Valley Regional Water Quality Control Board. The facility operator, Ezequiel Correia, Jr., along with related legal owners and technical consultants, are responsible for implementation, while government agencies maintain oversight and enforcement authority. There is no indication of federal funding, federal contracting mechanisms such as WAWF invoicing, or designated federal contracting officers; the project operates under state and local land use and environmental permitting frameworks with a focus on regulatory compliance rather than competitive procurement.

Solicitation # CUP20-009 / N-1193209
The Vierra Dairy Expansion Project, located at 23160 W. Williams Avenue in Hilmar, California, involves a significant expansion of an existing dairy operation through an increase in permitted herd size to 7,117 total animals, including 4,170 milk cows, 550 dry cows, and 1,997 support stock such as heifers, calves, and bulls. The expansion includes the construction of two new freestall barns, a 40-stall parallel maternity milking parlor, a hospital milking barn, a commodity barn addition, a heifer barn, a loafing barn, a mechanical manure separator, and a utility shop, along with the acquisition of 264 additional acres for wastewater and manure application. The project is subject to environmental review under the California Environmental Quality Act (CEQA), and an Environmental Impact Report was prepared and approved, with a Notice of Determination filed under State Clearinghouse Number 2021100002. Approval for the expansion was formally signed on February 28, 2024, by Merced County’s Deputy Director of Planning, and the project is administered by the County of Merced Community & Economic Development office located at 2222 “M” Street, Merced, CA. All project oversight, compliance, and permitting activities are managed at the local level under Merced County regulations and by the San Joaquin Valley Unified Air Pollution Control District, with no federal acquisition or contracting elements present. The documentation reflects environmental, land-use, and permitting processes rather than a competitive procurement or federal contract with FAR clauses, evaluation factors, delivery schedules, pricing structures, or contract administration roles such as COR, COTR, or PCO. Financial transactions associated with the project are limited to local environmental review fees, totaling approximately $4,051.25, processed manually without the use of electronic invoicing systems or federal accounting codes. The project’s place of performance is clearly defined at the Hilmar site, with no FOB terms, delivery schedules, packaging requirements, or procurement-based specifications applicable. The only publicly available contact points are county staff and air quality specialists from the Valley Air District, who handle environmental compliance inquiries and public notice, not contractual or logistical administration.

Minor Modification No. MIM 25-025, Cornerstone Dairy
Solicitation # MIM 25-025
Tulare County has issued a Notice of Exemption for Minor Modification No. MIM 25-025 authorizing Cornerstone Dairy to update its existing site plan to include a new freestall barn at its facility located at 8769 Avenue 128, Tipton, California, within the AE-40 Exclusive Agriculture Zone under the Rural Valley Lands Plan. This modification is exempt from further environmental review under CEQA Section 15061(b)(3), commonly known as the Common Sense Rule, because it is deemed unlikely to have a significant environmental impact and is consistent with the prior environmental approvals from the 1995 Negative Declaration and Special Use Permit No. 94-124. The project does not involve new land use designations, additional infrastructure, or changes to water or utility connections and is limited solely to the addition of the freestall barn. All administrative oversight and approval authority rest with the Tulare County Resource Management Agency, with primary contacts including Chief Planner Gary Mills, Environmental Planner Jessica Wills, and Project Planner David Alexander. The modification was signed on September 29, 2025, and publicly posted on September 30, 2025, but no formal contract vehicle, pricing, payment terms, delivery schedules, or federal procurement elements such as FAR clauses, CAGE codes, or subcontracting requirements are present, as this is an administrative land use action governed entirely by state environmental law rather than a federal acquisition contract. The applicant, Cornerstone Dairy, has not been required to submit representations, certifications, or financial proposals, and no inspection criteria, quality standards, or performance metrics beyond adherence to zoning and prior approvals are formally documented.

Procurement of Breeding Bulls
Solicitation # IW227495
The Texas Department of Criminal Justice (TDCJ) is soliciting bids to establish a purchase order for the procurement of purebred breeding bulls, specifically Angus, Red Angus, Brahman, and Hereford breeds, to support its agribusiness operations from September 1, 2025, through August 31, 2026. The solicitation requires vendors to submit detailed catalogs and auction information, with bulls meeting strict criteria: virgin status, purebred registration with breed associations, birthdates between September 1, 2023, and December 31, 2024, and compliance with health standards including recent Brucellosis testing under Texas Animal Health Commission regulations. TDCJ retains the right to inspect the bulls prior to purchase and mandates a Breeding Soundness Evaluation within ten business days of delivery; any animals failing this test must be refunded by the vendor. Delivery locations and inspection points include both the supplier's facility and designated TDCJ receiving sites, with delivery expected within 14 calendar days unless otherwise specified. The procurement process is governed by comprehensive Texas purchasing laws and specific terms in the Invitation for Bids (IFB), which outline requirements for bid submission, pricing, inspection, and contractor responsibilities. Award decisions will be based on a best-value trade-off evaluation considering price, quality, conformity to specifications, and vendor past performance, although no specific weights or ratings are assigned to these factors. Contractual obligations include compliance with Texas Government Code restrictions, security protocols requiring escorts and searches of personnel and deliveries at TDCJ facilities, and mandatory use of the federal E-Verify system for employment eligibility verification. Bidders must adhere to ethical certifications related to public service and disclose any conflicts of interest per state law. Invoices are to be itemized and submitted referencing the TDCJ purchase order number, with payment subject to legislative appropriations, allowing TDCJ to terminate the contract without penalty if funds are insufficient. The procurement forbids the use of artificial intelligence tools during contract performance without prior written consent and mandates accessibility compliance documentation from vendors. All proposals must be physically delivered in sealed form to the designated TDCJ procurement office by the stated deadline; electronic submissions are not accepted.
