AI Contract Overview

The contract involves the acquisition of subsistence and religious diet food items for the Federal Correctional Institution in Yazoo City, Mississippi, with a focus on small business set-asides. The procurement requires responsible vendors to deliver various food products, including perishable items like bread and milk on a scheduled weekly basis, with full delivery completion by January 19, 2026. The contract is firm-fixed price, FOB destination, and emphasizes the importance of including shipping costs in all pricing. The government will evaluate offers based on technical acceptability—specifically the ability to supply new, OEM-manufactured items with full traceability and certificates of conformance—alongside price, with past performance considered equally important to price. Past poor performance, such as failure to deliver or not meeting specifications, may render a vendor non-responsible. Vendors must be registered in SAM.gov with current certifications at the time of quotation and monitor SAM.gov for updates, amendments, or award notices. The solicitation incorporates a comprehensive set of FAR clauses and regulations, including those related to small business utilization, labor standards, foreign procurement restrictions, cybersecurity prohibitions (notably restrictions on certain telecommunications equipment), and socio-economic programs such as SDVOSB and WOSB set-asides. Packaging and marking requirements specify that items must be protected against damage and deterioration for at least one year, with clear labeling including NSN, part number, serial number, quantity, and purchase order number on each container and component. Delivery performance must adhere to strict schedules, with all items delivered destination-wise to the USCG facility in Elizabeth City, North Carolina, and inspection conducted at the destination. The contract emphasizes compliance with standards such as ASTM D 3951-10 for packaging and requires detailed documentation, including Certificates of Conformance, to ensure traceability and quality assurance. Evaluation criteria prioritize technical acceptability over price, with the lowest technically acceptable offer being awarded, and offers from responsible small business entities are highly encouraged. The contract administration details specify electronic invoicing and payment procedures, with contact points for inquiries and protest procedures. Overall, the procurement emphasizes compliance with federal regulations, quality standards, and timely delivery within a structured, small-business-focused framework.

FCC Yazoo City FY 27 Grease Trap Maintenance and Cleaning
Solicitation # 09242026
Solicitation 09242026 is a Total Small Business Set-Aside for quarterly grease trap maintenance and cleaning services at the Federal Correctional Complex (FCC) Yazoo City for Fiscal Year 2027. The scope of work involves the professional evacuation, mechanical scraping, and hydro-flushing of 11 grease trap units with a total capacity of 47,500 gallons across four functional zones: Camp Zone, Low Security I, Low Security II, and the USP-Medium Facility. Services must be performed four times per fiscal year, with payment strictly contingent upon the submission of verifiable legal disposal manifests to the Complex Food Service Administrator. All personnel must pass NCIC background checks to obtain necessary security clearances, and the contractor must maintain general business liability insurance with minimum limits of 50,000 dollars per occurrence and 100,000 dollars aggregate. Amendment 0001 materially revises the licensing requirements to increase competition after it was determined that few small business primes held the necessary state credentials. While the original solicitation required the prime contractor to be licensed, the revised clause allows the prime or its subcontractors to satisfy the technical requirements. Specifically, the entity performing the work must hold an MSDH Certified Pumper License, Mississippi solid waste hauling permits, and MDEQ disposal authorization. Offerors relying on subcontractors must provide copies of these licenses and a signed letter of commitment. Due to these material changes, the solicitation has been reopened with a revised proposal submission deadline of November 6, 2026, at 12 Noon EST.
