Flatbed Trailers

The Department of National Defence is soliciting bids for the procurement of nineteen flatbed trailers to be delivered to multiple Canadian Forces Bases including Wainwright, Edmonton, Calgary, Gagetown, Petawawa, Borden, Suffield, and Meaford, with all deliveries required within 120 days of contract award. Only suppliers holding an existing Supply Arrangement under RFSA E60HP-23FLAT are eligible to respond, and submissions must be submitted electronically via email to the designated government address. The contract follows a Lowest Price Technically Acceptable evaluation methodology, where technical compliance with all mandatory specifications is a prerequisite, and award will be made to the offeror with the lowest total price among compliant bids. The trailers must meet stringent technical and quality standards, including full metal frame coating, corrosion-resistant hardware made of aluminum, stainless steel, or plated steel, permanent etched or stamped markings with manufacturer details, model, serial number, VIN, capacity, and center of gravity, and bilingual or ISO-symbols-based warning labels. Packaging must adhere to ISO 21067-1:2016, wood components must comply with ISPM 15, and dangerous goods placard holders must meet CSA B620. Delivery is under DDP Incoterms 2020, meaning the contractor bears full responsibility for transportation, duties, and risks until arrival at each designated location. Acceptance occurs at the destination upon inspection by the Government, based on conformity to the Statement of Work, SAE J534 lubrication standards, Canadian Motor Vehicle Safety Standards, and ISO 9001:2015 quality practices. Contractors must ensure compliance with Canadian immigration laws, anti-forced labour provisions, international sanctions, and defense contract obligations under the Defence Production Act, with records retained for seven years for audit purposes. No security clearances are required, but contractors must adhere to on-site facility rules at military locations. Invoices must include the contract number, financial code, procurement business number, and client reference number, and be submitted electronically to the Contracting Authority, Marie-Pier Leblanc.
