AI Contract Overview
The procurement involves the replacement of the Sonar Dome Rubber Window (SDRW) on the USS FORREST SHERMAN (DDG 98), a critical maintenance task governed by Specification Item 165-11-003 to restore the structural integrity and operational functionality of the AN/SQQ-89 Undersea Warfare Combat System. The work is mandated to commence no later than April 27, 2026, to ensure seamless integration into the ship’s scheduled Dry-Docking Depot Modernization Availability at BAE Systems in Norfolk, Virginia, where the vessel is already located in dry dock. This repair is justified as an urgent operational need under FAR 6.302-2(a)(2), allowing for a sole-source award to BAE Systems, the only contractor with the capability, facility access, and existing integration capabilities to complete the work within the tight timelines dictated by Navy fleet readiness requirements. Funding is sourced from Fiscal Year 2026 Operation and Maintenance, Navy funds, though the exact contract value has been redacted. Inspection and acceptance will occur at the dry-dock site, with shared responsibility between BAE Systems for execution and the U.S. Navy’s Mid-Atlantic Regional Maintenance Center for technical oversight and compliance verification. The contract is structured as a Firm Fixed Price arrangement and does not include competitive evaluation factors, line-item pricing details, or formally documented contract clauses, packaging standards, invoicing procedures, or representative certifications from the contractor. All administrative and technical requirements are aligned with the urgent mission-critical nature of preserving the ship’s anti-submarine warfare capabilities, with no flexibility for delay or off-site performance.
