The contract seeks a Total Small Business Set-Aside for the rental of temporary seawater storage frac tanks at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility in Hawaii, with a NAICS code of 532490 and a Firm Fixed Price structure. Two line items are defined: one for at least 60,000 gallons of capacity at Dry Dock #2 for a four-month period beginning June 1, 2026, and another for at least 30,000 gallons at Bravo Pier 1 for a three-month period beginning July 2, 2026. Tanks must be steel-constructed, leak-proof, EPA and OSHA compliant, equipped with safety features, and delivered and removed by the contractor in coordination with the Zone Manager and Contracting Officer’s Representative, with all logistics confined to the specified shipyard locations. The work is restricted to U.S. citizens and nationals, and contractor personnel must obtain unescorted access via DBIDS registration, pass background checks, complete SECNAV 5512/1 forms, wear SACB badges, and adhere to first-shift work hours Monday through Friday. All contractors must maintain SAM registration with NAICS 532490, hold a valid CMMC Level 1 Self-Assessment certification, and submit standardized forms including SF 1449, a technical capability statement not exceeding five pages, equipment specifications, delivery certifications, and, if applicable, subcontractor commitments. Offerors must also comply with extensive security, safety, environmental, and OPSEC requirements outlined in multiple appendices, including submitting a safety plan to Code 106, properly labeling hazardous materials and waste, and ensuring environmental compliance through ECATTS.
