French and English Translation Services

Destination Canada, a Crown corporation of the Government of Canada, has issued Request for Supplier Qualification DC-2026-PO-01 to establish a non-exclusive roster of qualified translation service providers for linguistic services primarily from English to Canadian French and occasionally from French to English, in strict alignment with its quality standards, terminology, and style guide. Proposers may respond to one or both scopes of work: Scope A for general translation services including high-volume post-editing of machine-translated content, creative and stylistic translation for marketing and social media, bilingual comparative review, and proofreading; and Scope B for high-risk legal, contractual, procurement, and policy translations requiring specialized expertise, independent linguistic review, and advanced domain research. All deliverables must be submitted in supported formats such as Trados, Microsoft Office, PDF, InDesign, and multimedia files, and are subject to mandatory quality checks using Antidote or equivalent tools, with full adherence to DC’s latest style and terminology resources. The contract term may extend up to three years initially, with annual renewal options, for a maximum duration of seven years. Proposals must be submitted via email by 13:00 Pacific Time on June 8, 2026, in PDF format not exceeding 20 MB, with pricing submitted separately in Excel, and must include mandatory forms such as the Proponent Information Form, Material Circumstances Disclosure, Declaration of Subcontractors, and the Desirable Criteria Questionnaire. Evaluation is conducted in stages with mandatory criteria as pass/fail gates, followed by a weighted assessment of desirable criteria at 70% and pricing at the remainder, with a minimum 42% threshold required to advance. All intellectual property created under the contract vests solely in Destination Canada and must be delivered free of encumbrances; the contractor and subcontractors are required to indemnify DC against claims related to privacy breaches or third-party IP violations. Confidentiality clauses are mandatory, and any sub-contracting or assignment requires prior written approval from DC. Key personnel must be designated and may not be altered without DC’s consent.
