Furman Park Stormwater Capture and Infiltration Project

The City of Downey is implementing the Furman Park Stormwater Capture and Infiltration Project, located at 10419 Rives Avenue, California. The project aims to improve flood control, water quality, and groundwater supply by constructing a regional stormwater runoff capture facility. Key infrastructure includes a diversion structure to redirect water from a 96-inch RCP storm drain on Florence Avenue into an underground capture, treatment, and infiltration basin situated beneath existing baseball fields. The scope also includes the in-kind replacement of baseball field facilities and site enhancements such as native landscaping, a habitat garden trail, fencing, and lighting. This initiative is partially funded by the Los Angeles County Safe, Clean Water Program. The project is expected to be executed in two phases over approximately 18 months, with construction anticipated to begin in early 2026. Technical requirements emphasize strict adherence to CalOSHA excavation regulations and the geotechnical recommendations provided by Tetra Tech, including daily shoring inspections and rigorous construction quality assurance for soil-structure interactions. Environmental compliance has been addressed through a Mitigated Negative Declaration under CEQA, with specific attention given to noise mitigation, air quality emissions, and the protection of tribal cultural resources. Project administration is led by Dan Mueller, P.E., Deputy Director of Public Works for the City of Downey.
