General cleaning & Gardening services at Govt-owned CMR

The U.S. Embassy in Asuncion, Paraguay, through the Department of State, is soliciting quotations for general cleaning and gardening services at the Chief of Mission Residence located at Dr. Weiss 355, Asuncion, under solicitation number 19PA1026Q0004. This is a commercial item acquisition governed by FAR 52.212-4, with award to be made to the lowest-priced, acceptable, and responsible offeror without discussions unless necessary. The base contract period is twelve months, with four optional one-year extension periods, allowing a maximum total performance duration of five years, and the Government may also request a temporary extension of up to six months if needed. Performance is strictly defined to include comprehensive landscaping maintenance—such as grass, shrubbery, tree care, monthly leaf and pine needle removal, hedge pruning, and pest control with COR-approved pesticides—as well as general cleaning duties, including monthly skylight cleaning, storm water manhole inspection and cleaning, and pool maintenance. All work must meet performance standards centered on the appearance of the landscape and cleanliness of the residence, with a strict limit of no more than one customer complaint per month. Offerors must be registered in the System for Award Management (SAM), submit a completed SF-1449 form, provide proof of SAM registration, include required representations and certifications, and demonstrate a permanent business presence in Paraguay or a commitment to establish one within 30 days of award. The contract requires submission of Defense Base Act and third-party liability insurance, with the United States named as an additional insured, and all insurance documents must be provided within ten days of award. Contractors must employ a project manager fluent in English, ensure all personnel wear COR-approved uniforms at their own expense, and comply with strict conduct standards prohibiting negligence, disorderly behavior, and unauthorized activities during duty hours. Technical compliance with the scope of work is a pass/fail evaluation, and failure to meet responsibility criteria under FAR 9.1—including financial capacity, past performance, ethical conduct, and necessary resources—will disqualify an offeror. The Government will evaluate total price by multiplying offered rates by estimated quantities for the base and all options, and may reject unreasonably high or low bids.
