Govstream.AI Enterprise License

The Louisville/Jefferson County Metro Government is soliciting bids for a 12-month enterprise license and support for the GovStream.AI permitting platform, with a total contract duration not to exceed five years. The scope of work includes a comprehensive suite of platform features such as research and application assistants, a knowledge base, guided intake with real-time validation, and reporting analytics. Implementation requires configuration to Metro's adopted codes, LOJIC GIS environment, and API-based integration with Accela. The selected vendor must ensure a minimum system availability of 99.5% per month, provide technical support on weekdays from 9:00 am to 5:00 pm Eastern Time, and store all data within the United States. The contract will be awarded to the lowest price responsive and responsible bidder. Bidders must submit a SOC Type 2 audit report or an IT Risk Assessment Questionnaire, as failure to pass the Louisville Metro Technology Services review will disqualify the submission. Mandatory compliance requirements include adherence to the Ban the Box hiring policy, Human Relations Commission ordinances, and the reporting of workplace sexual harassment.
