Grades 6 - 12 Health Education Instructional Resources

The DOD Education Activity is seeking a single contractor to provide commercial off-the-shelf, 100% digital health instructional resources for grades 6 through 12, including a 0.5-credit high school course, delivered as a 9-week curriculum per grade level. All resources must be research-based, aligned with established educational standards, and accompanied by virtual professional learning for educators and industry-standard technical support. The contract is structured as a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) with a base period of one year from August 25, 2026, to August 24, 2027, and up to four one-year option periods extending through August 24, 2031, with a potential six-month extension under FAR 52.217-8. The total maximum quantity across all line items is 29,694 units, encompassing student and teacher licenses across all grades. Deliverables must comply with Section 508 accessibility standards, WCAG 2.0 Level AA, SCORM® compliance, and include a current VPAT 2.1+ accessibility conformance report. Proposals must be submitted electronically in four volumes—Administrative, Technical Capabilities, Past Performance, and Price—with strict formatting guidelines including a 15-page limit for the technical volume and requirement for editable Excel pricing spreadsheets aligned to CLINs. Evaluation is based on a competitive best value trade-off process, with Technical Capabilities holding the greatest weight, followed by Past Performance, and Price as the least significant factor. The contract mandates strict compliance with numerous FAR and DFARS clauses, including provisions on subcontractor restrictions, executive compensation reporting, SAM registration, security controls per NIST SP 800-171, prohibitions on certain foreign telecommunications equipment, and requirements to avoid organizational conflicts of interest. All proposals must include a validated UEI and CAGE code, and contractors must certify adherence to federal DEI non-discrimination mandates and confidentiality prohibitions. Delivery is FOB destination, with payments processed exclusively through Wide Area WorkFlow and inspections conducted by the government against specified accessibility and interoperability criteria.
