Guadalupe Quarry Redevelopment Project

The Quarry Innovation Center Project, managed by the City of Brisbane, involves the closure, reclamation, and redevelopment of the Guadalupe Quarry site located at 1 Quarry Road in San Mateo County, California. The scope of work includes the construction and operation of a two-story light fabrication building totaling approximately 895,000 square feet with a footprint of 448,000 square feet and a maximum height of 86 feet. This facility will be used for assembling, processing, treating, and packaging, while incorporating accessory spaces for research and development, office use, storage, sales, and distribution. Supporting infrastructure will include a three-level parking garage, amenity and utility areas, and a 49.9-megawatt electrical substation and switching station occupying approximately 2.6 acres, which will connect to existing PG&E high-tension transmission lines. Beyond construction, the project encompasses significant administrative and environmental actions, including the annexation of approximately 59 acres into the City of Brisbane, parcel subdivision, and general plan land use amendments. A key component of the project is the preservation of the quarry's upper benches and undeveloped areas as protected open space. The project is being conducted in accordance with the California Environmental Quality Act (CEQA) guidelines, with a Recirculated Draft Environmental Impact Report and a public review period scheduled from August 6 to September 7, 2026.
