Lee County Public Safety is seeking to procure the Handtevy Mobile platform, a proprietary cloud-based clinical support system designed to enhance pediatric and emergency patient care through medication management, protocol standardization, and real-time decision support tailored to the county’s specific medical guidelines. The system is already fully integrated into Lee County EMS operations, including seamless interoperability with the existing ePCR platform, and has been accompanied by extensive implementation and staff training, making transition to an alternative solution impractical. The procurement is limited to a single source, Pediatric Emergency Standards Inc. dba Handtevy, as it is the exclusive provider of this integrated, customized platform that delivers evidence-based clinical guidance, agency-specific protocol updates, accredited training, and ongoing technical and clinical support. The subscription includes continuous software access, regular clinical updates, and dedicated support to maintain system efficacy and compliance with evolving best practices. The acquisition is being conducted under a single-source process per section 3.9 of the Procurement Ordinance 25-11, with a posted duration of at least 15 business days, and no competition is anticipated due to the proprietary nature of the system and its deep integration into existing workflows. The contract is tied to solicitation number SS260306CMJ, with a response deadline of July 24, 2026, and all inquiries or alternative supplier submissions must be directed exclusively to Chris Jagodzinski of Lee County Procurement Management. While the system supports both pediatric and adult emergency care, its unique customization and integration capabilities are specific to Lee County’s operational environment, and no other vendor can replicate the functionality, interoperability, or local customization currently in place.

Commodity or Service Required: Purchase of Handtevy Pediatric Resuscitation System. Description: Lee County Public Safety seeks to execute a single-source procurement for the Handtevy Mobile platform, a cloud-based clinical support system used by Lee County EMS personnel to improve pediatric and emergency patient care. The platform provides medication management tools, protocol standardization, and real-time decision support, all of which are customized to align with Lee County’s specific medical guidelines and practices. The Handtevy Mobile System is a proprietary clinical decision-support and resuscitation platform that provides evidence-based pediatric and adult emergency care support, integrated medication dosing, ePCR interoperability, agency-specific customization, accredited training, and operational workflow integration. Handtevy is the only vendor capable of providing these services within Lee County’s existing implementation, including direct integration with the County’s ePCR platform, customized medication and protocol guidance, and ongoing clinical support.
