Hesperia Big Box Retail Project

The Hesperia Big Box Retail Project involves the development of approximately 25.4 to 29.54 acres of land in San Bernardino County, California, to construct a 167,664-square-foot wholesale retail center. The project scope includes 683 parking spaces with four solar canopies, a 14-pump fuel station with 28 fueling positions, a 2,623-square-foot automated carwash facility, and a 205-square-foot office building, along with necessary onsite and offsite road, utility, and stormwater improvements. The project is located just east of the intersection of Amargosa Road and Key Pointe Drive, south of the California Aqueduct and bordered by Interstate 15. The project has undergone extensive environmental review under the California Environmental Quality Act, led by the City of Hesperia. Key regulatory approvals include Incidental Take Permits from the California Department of Fish and Wildlife for impacts to western Joshua trees and western burrowing owl habitats. Environmental assessments have addressed air quality, greenhouse gas emissions, noise, and paleontological sensitivity, with a specific focus on managing stormwater through a Water Quality Management Plan for the Mojave River Watershed. While most environmental impacts are considered mitigable, the impact on transportation regarding vehicle miles traveled is noted as significant and unavoidable. Construction requirements include adherence to OSHA excavation standards, ADA accessibility for parking and flatwork, and specific soil compaction and import material testing standards.
