The Passenger Rail Agency of South Africa (PRASA) is seeking a qualified service provider to execute a Proof of Concept (POC) for a speed gates pilot located in Gauteng. The primary objective is to implement a fully integrated ticket validation solution by refurbishing and activating EasyGate LX 1800 speed gates and enabling secure tap-in/tap-out functionality integrated with the PRASA ticketing ecosystem. The project is structured into two phases over an eight-month term: a two-month mobilization and readiness phase for site assessments and planning, followed by a six-month core operational pilot phase. The scope of work includes site-readiness assessments, the restoration and recommissioning of designated gates, the supply and configuration of validator hardware and software, and the provision of ongoing operational support and maintenance. Key deliverables include an inception pack, refurbishment certificates, integrated pilot results, and a final close-out report with scale-up recommendations. The service provider must supply a specialized team, including a project manager and technicians with certified experience in COMINFO EasyGate systems, while adhering to PRASA's cybersecurity and data protection standards. This solicitation is issued on an as-and-when-required basis to establish a catalogue of fixed unit rates and fees. Award selection follows a multi-stage process: administrative and substantive responsiveness, a technical evaluation weighted at 60 percent, and a final award based on an 80/20 preference point system. Specific preference points are allocated for B-BBEE levels and ownership by black women, black youth, and people with disabilities.
