The California Interagency Council on Homelessness (Cal ICH) is soliciting a fixed-price, deliverable-based contract for the maintenance and operation of the Homeless Data Integration System (HDIS). This statewide data warehouse aggregates data from 44 regionally based Continuums of Care to provide an unduplicated count of individuals accessing homelessness services and to generate critical performance metrics, such as California System Performance Measures. The scope of work includes managing data loads, master data management, dashboard visualization, user access management, and system engineering within a cloud environment utilizing Tableau Enterprise, Informatica IICS, Informatica MDM, Snowflake, and AWS. The contractor must ensure high system performance, specifically requiring that 90 percent of dashboard pages load in under five seconds and 90 percent of queries complete in under 60 seconds. The procurement process uses a value-effective award basis, with 60 percent of the score based on non-cost factors—including administrative requirements, bidder qualifications, and solution deliverables—and 40 percent based on cost. Proposals must be submitted in two distinct volumes via a designated SharePoint site, with a strict prohibition on including cost information outside of the Volume 2 cost workbook. Key performance milestones include a transition-in phase scheduled for July through October 2027, with final workstream closeout by November 15, 2027. While the DVBE participation requirement has been waived, a five percent preference is available for qualified Small Businesses. The contract requires the provision of key personnel, including a Maintenance and Operations Manager and various architects, and mandates compliance with HUD HMIS Data Standards and several California statutory mandates.

Full Description

The California Interagency Council on Homelessness (Cal ICH) serves as a statewide leader, facilitator, and coordinator for policy development and research that supports state, local, and Tribal partners in preventing and ending homelessness in California. Cal ICH is committed to purposeful, action oriented collaboration across member agencies and departments; strong partnerships with local jurisdictions; advancing racial equity and justice; and elevating the expertise of people with lived experience of homelessness. The Homeless Data Integration System (HDIS) supports Cal ICH¿s mission by collecting and aggregating Homeless Management Information System (HMIS) data from programs across the state into a single, comprehensive reporting platform. HDIS provides an unduplicated count of people accessing homelessness services in California and enables the State to analyze service utilization patterns and understand the characteristics of individuals experiencing homelessness. HDIS currently receives data from forty four (44) regionally based Continuums of Care (CoCs), each responsible for coordinating housing and services for people experiencing homelessness within defined geographic areas. These CoCs, made up of service providers such as nonprofit organizations and local government entities, implement and manage their own HMIS systems. Each CoC collects data in accordance with the U.S. Department of Housing and Urban Development (HUD) HMIS Data Standards Manual. While the CoCs provide similar types of data, each operates independently and according to its own local processes. 9/29/2026 - Event end date updated to 11/13/2026 5:00 pm 10/7/26 - Event end date updated to contract award date of 6/4/2027 Addendum 1 Question and Answer Set #1
