THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government.



The purpose of this Sources Sought announcement is to gain knowledge of potentially qualified businesses to include Other Than Small Business (Large), Small Business, 8(a) Program, Woman Owned Small Business, Economically Disadvantaged Women Owned Small Business (EDWOSB), Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 541715 with a Small Business Size Standard of 1,000 employees. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions.



Depending upon the responses associated with the business categories listed above, the solicitation may be set aside in one of those categories, be issued as unrestricted and open to both small and large businesses, or proceed as a sole source acquisition. After review of the responses to this announcement and if the Government still plans to proceed with these services, a separate solicitation announcement will be published on www.sam.gov. SERVICE DETAILS:


U.S. Army Corps of Engineers (USACE), Seattle District, is seeking interested sources for the following services:



Green River Smolt Trap, King County, Washington



The U.S. Army Corps of Engineers (USACE) requires support to monitor, evaluate, and report on the biological outcomes of revised flow management operations at the Howard A. Hanson Dam (HAHD). Currently, USACE is required to conduct flow management operations that will reduce outflow rates at Howard A. Hanson Dam (HAHD) to a maximum of 5,000 cubic feet per second (cfs) during moderately high inflow events. This capped flow is anticipated to decrease redd scour and increase the egg-to-migrant survival of naturally originating, Endangered Species Act (ESA)-listed Chinook salmon within the Green River, Washington. To comply with mandate requirements, USACE is seeking contractor support to collect the necessary ecological data and generate reports for the National Marine Fisheries Service (NMFS) to determine if these operational changes are producing the intended biological outcomes.



Proposed services will result in a firm fixed price (FFP) award.



Specific Tasks


1             – Downstream Migrant Fish Trap Operation:



1.1         Task 1: Trap Operation. The trap will operate 24/7 as river flow and debris levels permit. When operational, the trap will be fished and the catch sampled twice daily at dawn and dusk.



1.2         Task 2: Sample Catch. As river flow and debris levels permit, enumerate total migrants captured by species, age, and origin twice daily at dawn and dusk.



1.3         Task 3: Trap calibration. If sample catch is sufficient, externally mark a portion of the maiden captured sub-yearling Chinook, coho, and steelhead smolts for release above the trap, and subsequent recapture to estimate trapping efficiency for these species daily.



1.4         Task 4: Biological Data. When trap is operational, collect length and scales samples for age determination from a portion of the salmonids captured.



1.5         Task 5: Data input. Enter all collected field data into juvenile trapping database and excel spreadsheets for in-season reporting needs and future summarization, analysis and reporting.



1.6         Task 6: In-season reporting. Provide a summary of the status of the juvenile salmon outmigration immediately prior to each of the bi-weekly Howard Hanson refill coordination conference calls. This will be in the form of spreadsheet that will be e-mailed to each participant involved in the conference call. It will contain information on the number and species that have been collected to date and the immediate last couple of days catch and any observable trend in migration timing and magnitude.



Place of Performance: The services described shall be performed on the Green River in King County, WA. Exact river mile is to be determined.



Period of Performance: The period of the smolt trap operation is dependent on timing of salmon outmigration and flows where the trap can safely and effectively collect data. Smolt trap operation will occur within the range of February through July. The prospective contract consists of a Base Year and four (4) option years.
