NOTICE OF INTENT TO AWARD SOLE SOURCE –


Leonhard Kurz Stiftung & Co. KG


The Bureau of Engraving and Printing (BEP), Office of the Chief Procurement Officer (OCPO), on behalf of the Office of Research and Development (R&D), intends to award a Single-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Firm-Fixed Price contract for the continued R&D of overt security features in banknotes, utilizing a Justification and Approval in accordance with FAR subpart 6.302-1(a)(2)(ii)(A) and (B). The intended contractor is Leonhard Kurz Stiftung & Co. KG.


The focus is to continue the research and development effort of the Distinctive Counterfeit Deterrent(s) completed in 2031ZA20D00012 (IDIQ II) within the Concept (Phase 1) and Feasibility (Phase2) phases of BEP’s Technology Development Process (TDP), that was initiated in BEP contracts TEPD-15-1780 (IDIQ I). Specifically, the ultimate goal is for the contractor to complete the research and development effort of selected technologies through the Feasibility (Phase 2), Test and Optimize (Phase 3), and Technology Integration (Phase 4) phases of the TDP. The ultimate project goal is the technological development of an overt feature display that is activated mechanically.


This Notice of Intent is not a request for competitive offers, quotes or proposals. A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any cost associated with the preparation and submission of data or information, or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
