AI Contract Overview
The Bureau of Engraving and Printing, under the Department of the Treasury, intends to award a sole-source, Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Leonhard Kurz Stiftung & Co. KG for the continued research and development of overt security features for U.S. banknotes. This action is justified under FAR subpart 6.302-1(a)(2)(ii)(A) and (B) due to the unique proprietary capabilities of the contractor and the absence of alternative sources capable of meeting the stringent technical requirements of the United States Currency Program. The effort builds upon prior work under contract TEPD-15-1780 and the completed IDIQ II project 2031ZA20D00012, focusing on advancing selected technologies through the full Technology Development Process (TDP) phases: Concept, Feasibility, Test and Optimize, and Technology Integration. The ultimate objective is the creation of an overt security feature that is mechanically activated, delivering a proprietary, U.S.-exclusive capability tailored to the Bureau’s needs. The contract has an estimated value of $24,634,497 over a five-year ordering period, with work to be performed in Washington, D.C. All responses to this Notice of Intent must be submitted exclusively via email to Falcon Albino and Michael Riordan by 4:00 p.m. Eastern Standard Time on July 24, 2026. Submission does not constitute a bid or proposal, and no competitive solicitation will be issued unless the Government determines otherwise. Interested parties must be registered and active in the System for Award Management (SAM) to be considered. The government will determine price reasonableness in accordance with FAR Part 15.404-1 without competitive evaluation factors. Travel costs will be reimbursed on an actual cost basis, up to a firm-fixed price ceiling, while all other expenses incurred in responding to this notice are the sole responsibility of the respondent and will not be reimbursed. No solicitation document will be published, and no formal contract clauses, inspection criteria, or detailed performance specifications are provided at this stage, as this is a pre-award notice solely intended to gather information to support the sole-source justification.
