Trusted Partner Program Coming Soon - Update
Solicitation # W911NF26RA009
The Trusted Partner Program (TPP), under solicitation W911NF-26-R-A009, is a quick-reaction contracting vehicle designed to facilitate rapid Research, Development, Technology, and Evaluation (RDT&E) between the U.S. Army, Joint Warfighter partners, and external academic or non-profit research institutions. The program focuses on sensitive projects across core technical fields including biology, material science, electronics, chemistry, information sciences, and physics, as well as interdisciplinary areas such as applied AI, quantum battlefield dominance, and hypersonics. The government intends to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with a base ordering period of five years and a potential five-year extension. Each awardee will have a total contract ceiling of 400 million dollars. The solicitation is currently on hold pending a review of Army priorities, which may lead to updates in the final Request for Proposals (RFP). Eligibility is restricted to institutes of higher education and non-profit research institutions, requiring CMMC Program Level 2 certification and the ability to handle various security classifications, ranging from Controlled Unclassified Information (CUI+) to Top Secret and Special Access Programs (SAP). Awards will be based on a best-value trade-off process, with technical capability being the most important factor, followed by management, past performance, small business participation, and cost. Proposals must include a specific technical expertise matrix and a video pitch demonstrating secure facilities. All invoicing and payments will be processed through the Wide Area WorkFlow (WAWF) system.

Q301--Strand-Specific RNA-Sequencing Services
Solicitation # 36C24126Q0788
Solicitation 36C24126Q0788 is a firm-fixed-price request for quotation issued by the Department of Veterans Affairs, Network Contracting Office 1, to obtain strand-specific RNA-sequencing services for the VA Bedford Healthcare System. This requirement is 100 percent set aside for small business concerns under NAICS 541714. The project involves the sequencing of 269 government-furnished human choroid plexus total RNA samples to support research on neurodegenerative diseases, including Alzheimer’s Disease and Chronic Traumatic Encephalopathy. The selected contractor must perform sample quality-control assessment, strand-specific rRNA depletion-based library preparation, and Illumina paired-end 2x150bp sequencing at a depth of 60 million read pairs per sample. The period of performance is one year from the date of award, with a strict turnaround requirement to complete all services and deliver final FASTQ files and quality-control reports within 23 to 28 business days after receiving the samples as a single batch. Data delivery is primarily required via physical hard drive, though secure electronic delivery may be authorized. Technical acceptability is based on the contractor's ability to meet specific quality standards, including a Phred quality score of Q30 or greater for at least 85 percent of bases. Award will be granted to the responsible quoter submitting the lowest-priced technically acceptable quotation. Quotations, including a technical capability statement of no more than five pages, must be submitted to the contracting office by September 10, 2026.

Selective Harnessing of Intrinsic Neuroplasticity Engineering (SHINE)
Solicitation # DARPA-PA-25-07-06
The Selective Harnessing of Intrinsic Neuroplasticity Engineering (SHINE) program, issued by the DARPA Defense Sciences Office under solicitation DARPA-PA-25-07-06, seeks innovative basic and applied research to selectively induce adaptive neuroplasticity within specific brain cell-types, regions, or circuits. This 18-month effort is divided into two tracks: Track A focuses on translationally mature technologies aimed at imminent clinical trials, requiring a therapeutic index of 5 or greater and the use of quantitative biomarkers such as fMRI or PET. Track B targets foundational, high-risk concepts ready for animal testing, requiring a spatial containment threshold exceeding 90 percent. All awards will be executed as Other Transaction (OT) for Prototype Agreements with a maximum value of 2,000,000 dollars per award, including any performer cost share. The program follows a synchronized timeline starting in January 2027, featuring a critical evaluation point at month 9 to assess progress through technical data and site visit demonstrations. Proposers must adhere to strict cybersecurity requirements, including a current CMMC status and annual affirmation posted in the Supplier Performance Risk System. Additionally, University Affiliated Research Centers acting as primes or subawardees must provide an organizational conflict of interest mitigation plan, and FFRDCs must certify that their proposed work is unavailable from the private sector. Proposals must be submitted as zip files via the DARPA BAA T Portal by October 9, 2026, utilizing the required Task Description Document templates and the Streamlined Cost Buildup Workbook.
