AI Contract Overview
This solicitation, issued by the NAVSUP Fleet Logistics Center Yokosuka Site Sasebo under number N6264926Q0429, is a competitive request for quotations strictly limited to holders of current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region, who are also actively registered in SAM.gov. Offerors must be authorized to conduct business in Japan under DFARS 252.225-7042, and those located outside Japan must provide clear documentation demonstrating compliance with this regulation. Proposals must be submitted electronically by August 3, 2026, and require the completed SF-18 form along with a detailed price breakdown. Access to the detailed work specifications is granted exclusively through DoD SAFE, and interested parties must request access by emailing the primary point of contact; once provided, the link is valid for only seven days. All work is to be performed aboard the USS RUSHMORE at Sasebo Naval Base under F.O.B. Destination terms, with performance spanning from October 12, 2026, to July 31, 2027. Award will be made on a single-award basis to the offeror submitting the lowest total price across all five contract line items, with price being the sole evaluation factor due to the pre-qualified nature of MSRA/ABR holders. Compliance with three pass/fail gates is mandatory: holding an active MSRA/ABR in Japan, submitting a complete quote for all CLINs, and demonstrating DFARS 252.225-7042 compliance. Failure on any of these disqualifies a proposal. The contract will be awarded as a Firm Fixed Price arrangement, with payment to be processed exclusively via Wide Area WorkFlow (WAWF) using the Invoice and Receiving Report (Combo) for deliverables. Acceptance and inspection will occur at Yokosuka, with DoDAAC N62758 as the designated point of contact. Offerors must ensure their SAM registration is current and includes all applicable certifications, particularly those related to safeguarding covered defense information, prohibited telecommunications equipment, and tax exemptions. All work specifications are referenced by the ICNs 38E9367102, 38E9367103, 38E9367202, 38E93721

To be eligible for award the offeror must possess a current MSRA/ABR in the applicable region certified by NAVSUP FLC and have an active registration in the System for Award Management (SAM.gov).
This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 225.1103(3).
**
To receive a response from the Government, offerors without an active MSRA or ABR in Japan must specify their intention and plan to submit an application for the agreement along with their questions. Inquiries lacking this required statement of plan will not be addressed.
Access to the work specification package may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government. Therefore, any offeror who meets criteria stated above, intending to provide a proposal to this solicitation shall request access by sending an email to the Primary Point of Contact.
Once the U.S. Government receives the offeror’s access request, the U.S. Government will provide the offeror with a link and instructions to retrieve. Offerors shall note that access is only available for 7 days once sent.
