The Texas Department of Public Safety (DPS), under the RegulatoryServices Division (RSD), administers the Texas Compassionate Use Program (TCUP)under the authority of the Texas Health and Safety Code,Chapter 487. One responsibility of DPS in TCUP is tomanage the licensing of dispensing organizations (DOs) that dispense low-THCcannabis to patients in the Compassionate Use Registry of Texas. There arecurrently three licensed and operating facilities in Texas. As part of the HB46 expansion, an additional 12 conditional licenses have been awardedconditional license status. As part of the conditional license status, theapplicants will undergo a financial review as part of the due diligence processto ensure they have the financial ability to maintain operations for not lessthan two years and must have the financial ability to stand up operations tobegin dispensing low-THC cannabis no later than 24 months after the date thelicense is issued. The TexasDepartment of Public Safety (DPS) is soliciting a Request for Qualificationsfrom certified public accountant firms qualified and interested in providingfinancial viability assessments of the due diligence documents provided by conditional licensees ofthe TCUP program.
