Arlington County's Department of Human Services, Public Health Division, is committed to diagnosing and treating Tuberculosis (TB) in accordance with Virginia State Code to safeguard the community, especially given that the county's TB rate is twice the statewide average. A significant portion of TB cases in Northern Virginia involves individuals born outside the United States from countries where TB is prevalent. To improve testing accuracy and reduce false positives caused by prior BCG vaccinations, the division primarily utilizes the Interferon-Gamma Release Assay (IGRA), specifically the T-Spot® test, which is the preferred and most widely used method. The testing process involves collecting a single blood sample, with supplies provided by the laboratory, and backup testing options include the QuantiFERON-TB Gold Plus. This approach aligns with standards set by the Virginia Department of Health and aims to enhance diagnostic precision, minimize unnecessary follow-up procedures, and ensure effective community health management. The contract solicitation, posted by Arlington County Government under NAICS code 485310, seeks vendors capable of providing IGRA TB testing supplies and related services. The contract size ranges from $50,000 to $200,000, with responses due by December 16, 2024. The primary point of contact is Antonino Mautino, reachable via email or phone, and the procurement process emphasizes reliable supply provision to support ongoing TB screening efforts within the community.

Full Description

Arlington County's Department of Human Services, Public Health Division, is required by Virginia (VA) State Code to diagnose and treat Tuberculosis (TB) to protect the community from this airborne disease.Arlington County's rate of active TB is twice that of Virginia's rate. 90% of TB in Northern VA region is among those born outside of the US and coming from countries where TB is widespread.TB testing, especially among those born outside of the US, is ideally performed by a blood test. Interferon-Gamma Release Assay (IGRA) testing reduces the risk of false positives among individuals who have had Bacille Calmette-Guerin (BCG) vaccine in their country of origin. False positive tests are seen frequently when using TB skin tests in this population and result in unnecessary chest x-rays, and treatment. The use of IGRA for TB testing is in keeping with the standards of care set by the Virginia Department of Health (VDH).The T-Spot® test is the preferred test and used most widely by the Public Health Division. It requires one (1) tube of blood from individual. Arlington County currently uses the IGRA T-Spot® and the QuantiFERON-TB Gold Plus as a backup to T-Spot®. Testing supplies are provided by the laboratory facility to collect the specimens.
