The US Patent and Trademark Office (USPTO) Global Intellectual Property Academy (GIPA) program is conducting market research through this Request for Information (RFI) to determine interest and capability in providing Information Technology (IT) solutions that address distance learning, evaluation/measurement, and reporting requirements for capacity building programs addressing intellectual property (IP) protection, enforcement, and capitalization. This is a market research announcement for informational planning purposes and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government for any future business opportunities. No RFP/Solicitation will be issued at this time. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested respondent's expense. The objective of this RFI is to assess service and product capabilities of contractors, subcontractors, and any associated suppliers for a minimum of three of four core IT areas, i.e., Management (previously addressed by Office of the Chief Information Officer (OCIO) incidental to the following three core areas), Long Distance Training, Measurement and Evaluation, and Reporting. The intended outcome is to identify target service and product solution options and finalize the acquisition alternatives that warrant further review. Review of the responses to the RFI will focus on the offeror's technical capability, corporate experience/past performance for same or similar activity with commercial activities or government agencies, and responsiveness to the requirements provided within this RFI. A copy of the RFI is attached.

United States Patent and Trademark Office (USPTO) Public Awareness campaign strategy on the dangers of counterfeit substances or devices
Solicitation # 140-0176
The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET. While SAM.gov registration is not required for the RFI stage, it will be mandatory for any vendor submitting a formal offer during the subsequent procurement phase.
