AI Contract Overview
The U.S. Navy intends to award a sole-source, firm-fixed-price contract to Huntington Ingalls Industries for the procurement of six critical reactor plant Inner Assemblies, with the award expected by June 2026. This action is justified under FAR 6.302-1 because HII is the original equipment manufacturer and sole holder of the proprietary drawing 302-4363863 (Rev AA), and it is the only entity qualified to perform the mandatory NAVSEA MIL-S-901C Grade A Hi-Shock testing required for these components. Competing the procurement at this stage would cause unacceptable schedule delays and significant cost duplication, jeopardizing fleet readiness. The acquisition falls under NAICS code 336611 for shipbuilding and repairing with a size standard of 1,300 employees and is categorized under Product Service Code 6150 for miscellaneous electric power and distribution equipment. The contract will be awarded under FAR 12 and is not subject to competitive bidding. This notice is not a request for quotes, and no formal solicitation will be issued; however, interested parties may submit capability statements by June 10, 2026, at 1:00 PM Pacific Time to demonstrate their ability to meet the requirement. All responses must be submitted in writing via email to Carolyn George at Carolyn.George@navy.mil with the subject line “RESPONSE TO INTENT TO SOLE SOURCE FOR Inner Assemblies” and must include detailed technical background, experience, and documentation confirming capability to perform the work. Only registered entities in the System for Award Management are eligible for award, and submissions will not be returned. The government reserves the right to determine whether to compete or proceed solely with HII based on the responses received, and no costs incurred by respondents in preparing submissions will be reimbursed.

INTENT TO SOLE SOURCE –
The U.S. Navy intends to award a sole-source, firm-fixed-price contract to Huntington Ingalls Industries (HII) / Newport News Shipbuilding for the procurement of six (6) critical reactor plant Inner Assemblies under the authority of FAR 6.302-1.
