The Maryland Department of Labor is soliciting an Identity Verification Service to authenticate unemployment insurance claimants and reduce fraud. The primary objective is to eliminate a surge backlog of claimant identity verification issues and mitigate future backlogs through the procurement of Commercial Off-the-Shelf software. The scope of work is divided into three functional areas: COTS software, installation and training services, and manufacturer software warranty and maintenance. A critical performance requirement is that the third-party service must provide identity verification with greater than 95 percent accuracy. The program must adhere to standards including the Social Security Act, the Code of Federal Regulations, the Employment Security Manual, and ETA Handbook No. 301. This is a secondary competition limited to Master Contractors awarded under the Commercial Off-the-Shelf Software (COTS 2012) contract 060B2490021. Eligible bidders must be authorized resellers and are required to provide a screenshot of the Manufacturer's Suggested Retail Price and a Letter of Authorization. The award will be granted to a responsive and responsible Master Contractor providing the most advantageous offer based on price and evaluation factors, in compliance with COMAR 21.05.13.06. Proposals must be submitted via the eMaryland Marketplace Advantage portal by November 2, 2026. Invoicing is managed through Prahalad Pateel, with one-time pricing billed within 30 days of acceptance and annual pricing billed on the contract anniversary.
