INTEGRATED TEST LABORATORY (ITL) SUPPORT

The contractor will be responsible for providing robust technical infrastructure to enable development, sustainment, and integration of USCG Command and Control, Communications, and Intelligence (C2CI) systems, including the establishment and maintenance of build environments, replication of fleet issues for remote troubleshooting, and ongoing upkeep of Sea Commander, MCC, and SBU systems. Additional responsibilities encompass Common Source Library (CSL) development, support for Lockheed Martin-developed software, cybersecurity engineering, data analysis, and the management of both commercial and government-off-the-shelf hardware and software across tactical, communication, and navigation platforms. The contractor must operate within a fully compliant Defense Counterintelligence and Security Agency (DCSA) environment adhering to the Risk Management Framework (RMF) to support a Secret-level Authority to Operate (ATO), with continuous cybersecurity monitoring of the System Security Plan (SSP) required. All Vendor Service Agreements (VSAs) must be maintained in compliance with federal standards, and the contractor is obligated to perform yearly inventories of all Government Furnished Equipment. The facility must also ensure physical and cyber security, as well as overall safety compliance for handling sensitive systems and data.
