The Marine Corps Installation East Regional Contracting Office at Camp Lejeune, North Carolina, intends to award a sole-source, firm fixed-price purchase order to LeadsOnline, LLC (CAGE: 53GT4) for access to its proprietary Leads Online Investigation System Database. This web-based service enables criminal investigators to monitor and analyze transaction histories across pawn shops, secondhand stores, scrap metal recyclers, and major online marketplaces such as eBay and OfferUp, providing critical intelligence that is otherwise unavailable through conventional law enforcement channels. Market research confirms that LeadsOnline, LLC holds the exclusive copyright and licensing rights to this system, making it the only source capable of delivering the required functionality, thus justifying non-competitive procurement under FAR Subpart 12.102(a) and FAR 13.106-1(b)(1)(i). The acquisition is classified as a Simplified Acquisition Threshold (SAT) transaction with an estimated value not exceeding $250,000 and is intended to support the Provost Marshal’s Office and Criminal Investigation Division in fulfilling their mission-critical investigative duties. No competitive bidding is planned, though responsible sources may submit capability statements within five calendar days of the notice’s publication on April 23, 2026, with the government retaining full discretion to proceed without competition regardless of responses. Performance will occur at Camp Lejeune, North Carolina, with no physical delivery or packaging requirements since the system is delivered electronically. The procurement is grounded in restrictive rights and exclusive licensing assertions, with no standard FAR contract clauses, inspection criteria, or payment details specified beyond the agency code M67001 and the designated point of contact, Leonard Polous. The contract represents a continuation of an essential digital investigative capability with no alternatives available, and no additional special requirements such as security clearances, key personnel, or contract options are applicable.

This procurement is to provide a web-based database service that allows criminal investigators to review local and national transaction histories, to include pawn shops, secondhand stores, scrap metal recycling, and eBay and other online marketplace content.  Market research has revealed this contractor is the holder of the copyright for this type of service and the only source capable of providing the required services.  Therefore, the Government intends to procure these services on a sole source basis from LeadsOnline, LLC, the copyright holder and only authorized source.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.  However, all responsible sources may submit a capability statement, which if received within five (5) calendar days after the date of the publication of this notice will be considered.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses received as a result of this notice is solely within the discretion of the Government.

Solicitation M0068126Q0082 is a firm-fixed-price request for the procurement of one RF shielded Tempest Tent for MEF ROTO, to be delivered to Camp Pendleton, California, by October 19, 2026. This acquisition is a total small business set-aside, specifically targeting HubZone, SDVOSB, and WOSB entities. The required enclosure must be TAA compliant, made in the USA, and utilize three-layer CYBER Fabric. Secure Video Teleconferencing (SVTC)
Solicitation # M6700126Q0146
The United States Marine Corps is soliciting quotes for the procurement and installation of commercial-off-the-shelf hardware, software, and incidental services to upgrade Secure Video Teleconferencing (SVTC) capabilities at Marine Corps Base Camp Lejeune, North Carolina. This requirement is a total small business set-aside under NAICS 334310. Due to the proprietary nature of the existing architecture and the need to maintain the Risk Management Framework cybersecurity accreditation baseline and manufacturer warranties, the procurement is strictly restricted to Crestron and Alpha American equipment. Proposals that suggest a rip-and-replace of the existing baseline will be deemed technically unacceptable. The scope of work includes the delivery of specific components such as power conditioners, HDMI distribution amplifiers, and touch screens, as well as on-site services for physical mounting, racking, routing, and logical configuration. All equipment must natively integrate with existing Samsung video walls and be manageable via existing Beetronics touchscreens. The contractor must complete all installation, configuration, and training services within 60 business days of the award. Acceptance is contingent upon a successful System Acceptance Testing (SAT) conducted by the Government Technical Point of Contact. Award will be based on the most advantageous offer, considering technical capability, past performance, and total quoted price. The contract is structured as a single all-inclusive lot, and the government will not accept partial deliveries or partial invoicing. Offerors must be registered in the System for Award Management and provide a valid Unique Entity ID and Federal Tax ID. All hardware is to be delivered FOB Destination to Camp Lejeune.
