The contract, awarded by the Department of Veterans Affairs Network Contracting Office 2, is a firm-fixed-price agreement (Solicitation Number 36C24226Q0006) for maintenance, storage, and preservation services of diesel generators and associated equipment for the James J. Peters VA Medical Center. The work encompasses long-term storage, preventive maintenance, and handling of Caterpillar C175-16 (60Hz) diesel generator sets and ancillary components, including battery chargers, circuit breakers, switchgear, HVAC units, and specialized battery crates at the contractor’s facility in Poughkeepsie, NY. The contract term begins December 21, 2025, for one base year with three additional one-year options, allowing up to four years of performance. This award was made on a sole source basis under FAR 13.502(b)(2), justified by the unique requirement that all maintenance be performed exclusively by Caterpillar-certified technicians employed by H.O. Penn Machinery Company, Inc., the sole authorized provider in the region. This exclusivity is critical to preserve the extended warranty coverage (SELF5731) on the equipment and avoid significant operational and transportation costs that would arise from relocation or alternative service providers. Preservation and packaging requirements adhere strictly to manufacturer guidelines, incorporating specialized long-term "pickling" methods to protect the equipment during storage and transport. The contract ensures continuous OEM-compliant maintenance to maintain equipment readiness and warranty validity. Inspection and acceptance occur at the VA Medical Center prior to delivery to the contractor’s facility, with ongoing Government oversight. The contract’s total estimated value is approximately $720,000 for the base period, with a potential increase to $738,000 including option years. Despite no formal CLIN structure or solicitation instructions presented in the documents, the award reflects a careful balance of technical exclusivity, warranty preservation, and cost-efficiency, addressing the unique demands of maintaining high-value medical power generation assets under stringent government standards. The primary point of contact for contract administration is Christopher Weider, Contract Specialist, at the Network Contracting Office 2 in Buffalo, NY.
