J041--Replacement of Condenser Water Pump Skid – Chiller Plant

The Department of Veterans Affairs is conducting market research through a Sources Sought notice to determine the feasibility of awarding a service-disabled veteran-owned small business (SDVOSB) set-aside contract for the replacement of a condenser water pump skid at the Bay Pines VA Healthcare System in Bay Pines, Florida. The project involves removing the existing pump skid and installing a new one to maintain critical condenser water flow for the chiller system that supports the main hospital kitchen’s walk-in refrigeration. The contractor is responsible for providing all labor, materials, tools, equipment, and expertise, including electrical disconnect and reconnection, laser shaft alignment, hydrostatic or operational leak testing, and full restoration of insulation, paint, and labeling to VA Engineering standards. Compliance with VA, OSHA, ASME, NFPA, and ASHRAE standards is mandatory, with specific requirements for lockout/tagout procedures, electrical safety per NFPA 70E and OSHA 29 CFR 1910 Subpart S, proper handling and disposal of fluids per VA environmental guidelines, infection control risk assessment adherence, and immediate reporting of safety incidents. Work is scheduled during standard hours of 0730 to 1630 Monday through Friday, excluding federal holidays, but weekend or after-hours work may be required at no additional cost to the government if necessary to minimize disruption to critical operations. No government-furnished materials or equipment will be provided, and the contractor must submit comprehensive documentation including manufacturer cut sheets, pump curves, alignment reports, startup and commissioning records, warranty documents, and as-built markups. Final acceptance requires successful system startup, completion of all deliverables, and a signed final inspection report by both the contractor and the VA Point of Contact.
