J041--Replacement of Condenser Water Pump Skid – Chiller Plant

The contract concerns the replacement of a condenser water pump skid at the Bay Pines VA Healthcare System's chiller plant in Florida. This project involves the removal and replacement of the existing pump, which serves both the chiller and the kitchen’s walk-in refrigeration system. The contractor must provide all necessary labor, materials, tools, and expertise to complete the work in compliance with various standards including VA, OSHA, ASME, NFPA, ASHRAE, and applicable Florida building codes. Key tasks include system shutdown coordination, lockout/tagout procedures, mechanical and electrical disconnection and reconnection, installation of a new factory-assembled split-case pump skid, vibration isolation, laser shaft alignment, and commissioning of the pump to ensure full operational status with proper flow and pressure. This is a Sources Sought notice targeted specifically at Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Its primary purpose is to gather market research and gauge socio-economic eligibility for potential contract set-asides, with consideration to sole SDVOSB, VOSB, or small business set-asides depending on response levels. The contractor must complete all work within 60 calendar days from the Notice to Proceed and comply with government safety, environmental, and quality control requirements. Work hours are mainly standard weekdays with the possibility of after-hours work to limit operational disruptions. The contractor is responsible for all equipment and materials, while VA will provide system access and operational coordination. Deliverables include manufacturer documentation, lockout/tagout procedures, alignment and commissioning reports, warranty paperwork, and final inspection approvals, ensuring the project meets VA standards before acceptance.
