Statement of Work (SOW) Project Title: Replacement of Condenser Water Pump Skid Chiller Plant Location: Bay Pines VA Healthcare System, Bay Pines, FL Requesting Service: Facilities Management Service (FMS) Plant Operations
1. Scope The purpose of this Statement of Work (SOW) is to define the requirements for the removal and replacement of an existing condenser water pump skid serving the chiller plant at the Bay Pines VA Healthcare System. This pump circulates condenser water for the chiller and supplies cooling to the walk-in refrigeration system serving the main hospital kitchen. The contractor shall provide all labor, supervision, materials, tools, equipment, and expertise required to complete the project in accordance with applicable VA, OSHA, ASME, NFPA, and ASHRAE standards. The contractor is responsible for abiding by the facility s lockout / tagout (LOTO) and the electrical disconnection and reconnection of the pump motor. 2. Applicable Documents and Standards All work shall conform to the latest editions of the following standards and directives, as applicable to a chiller plant condenser water pump skid replacement, including but not limited to: VA Directives and Handbooks, including applicable VA Engineering Service guidelines for mechanical and HVAC system work. ASME B31.9 Building Services Piping, applicable to the condenser water piping connections associated with this work. OSHA Regulations, including 29 CFR 1910 (General Industry) and 29 CFR 1926 (Construction). OSHA 29 CFR 1910.147, The Control of Hazardous Energy (Lockout / Tagout). OSHA 29 CFR 1910 Subpart S and NFPA 70E for electrical safe work practices. NFPA 70 (National Electrical Code), applicable to the disconnection and reconnection of the pump motor. ASHRAE guidelines for hydronic system design, water treatment compatibility, and HVAC equipment installation. Florida Building Code Mechanical, and applicable Florida and local codes for mechanical work. Manufacturer installation, operation, and maintenance instructions for the new pump skid. 3. Performance Requirements The contractor shall: Coordinate the system shutdown, isolation, and drain-down of the affected condenser water loop with the VA Point of Contact (POC) and Plant Operations Supervisor prior to beginning any work. Perform lockout / tagout (LOTO) for the work, including coordination with the POC and Plant Operations Supervisor on isolation points, and provide a copy of the contractor LOTO procedure for the work upon request. Disconnect and remove the existing condenser water pump and motor skid serving the kitchen walk-in chiller, including associated piping connections necessary to facilitate removal. Furnish and install one (2) new factory-assembled split-case pump and motor skid sized to match the existing service duty (nominally 100 GPM at 155 ft head, 15 HP, with final sizing confirmed by the contractor against the existing nameplate and system requirements). Make all mechanical piping connections, including new gaskets, flanges, isolation valves, suction strainers, and pressure gauges as required for a complete and functional installation. Install vibration isolation, flexible connectors, and concrete pad or skid anchoring as required by the manufacturer and applicable codes. Perform the electrical disconnection of the existing pump motor and the electrical reconnection of the new pump motor, including any required terminations, conductor verification, and overcurrent protection coordination, in accordance with NFPA 70 and NFPA 70E. Perform laser shaft alignment between the pump and motor following installation, and provide alignment documentation to the POC. Notify the POC and Plant Operations Supervisor when the installation is mechanically and electrically complete and the contractor is ready to energize the new pump. The contractor shall not energize the pump without verbal or written concurrence from the POC or Plant Operations Supervisor that it is acceptable to do so. Start pump, check rotation, and re-fill the condenser water loop, vent the system, verify proper operation, and assist in returning the chiller and downstream walk-in cooling system to normal service. Restore all disturbed insulation, paint, and labeling to match existing VA Engineering standards. Remove all debris, replaced equipment, and packaging materials from the site upon completion. 4. Deliverables The contractor shall provide the following to the VA Point of Contact (POC): Manufacturer cut sheets and submittals for the new pump, motor, and skid prior to installation. Pump curve and verification of duty point against system requirements. Contractor lockout / tagout (LOTO) procedure for the work, available upon request. Documentation of electrical reconnection, including verification of phase rotation and motor amperage at operating condition. Laser alignment report. Startup and commissioning report, including verified flow, suction and discharge pressure readings, and motor amperage at operating condition. Manufacturer warranty documentation and any associated maintenance manuals. As-built markup showing the final configuration of the replaced skid and any modified piping. Final inspection report signed by both contractor and POC. 5. Period of Performance The contractor shall complete all work within 60 calendar days from receipt of the Notice to Proceed (NTP). Any extensions must be approved in writing by the Contracting Officer. 6. Place of Performance All work shall be performed in the Chiller Plant at the Bay Pines VA Healthcare System, located at 10000 Bay Pines Blvd., Bay Pines, Florida 33744. 7. Working Hours Normal working hours are 0730 to 1630, Monday through Friday, excluding federal holidays. The actual outage window will be coordinated with the POC to minimize disruption to the kitchen walk-in cooling system; weekend or after-hours work may be required and shall be performed at no additional cost to the Government when driven by operational impact, scheduling, or completion needs. Any work outside normal hours requires prior written approval from the POC and adherence to facility security and access procedures. 8. Government-Furnished Materials and Services No government-furnished materials, equipment, or labor will be provided. The contractor shall provide all required materials, tools, and equipment to perform this project, including all electrical work associated with the disconnection and reconnection of the pump motor. Bay Pines VA Plant Operations will provide reasonable access, system isolation coordination, and operational support during the outage window. 9. Safety and Environmental Requirements The contractor shall comply with all VA safety and environmental requirements, including: Lockout / Tagout (LOTO) procedures performed by the contractor in coordination with the POC and Plant Operations Supervisor. Electrical safe work practices in accordance with NFPA 70E and OSHA 29 CFR 1910 Subpart S, including verification of de-energization prior to electrical work and confirmation of acceptable conditions prior to re-energization. Hot work permits and fire watch as required. Confined space entry procedures, if applicable. Use of appropriate personal protective equipment (PPE), including arc-rated PPE for electrical work as applicable. Proper handling and disposal of condenser water, treatment chemicals, and any displaced fluids in accordance with VA environmental and infection control requirements. Compliance with infection control risk assessment (ICRA) requirements applicable to the work area. The contractor shall immediately report any safety incidents, near misses, or unintended releases to the POC. 10. Quality Control and Inspection The contractor shall maintain a quality control plan to ensure all work meets contract requirements. The VA POC will conduct periodic inspections during the work and at completion. Deficient work shall be corrected at no additional cost to the Government. Hydrostatic or operational leak testing of all new piping connections shall be witnessed by the POC or designee prior to insulation and final acceptance. 11. Final Acceptance Final acceptance of the project will occur upon satisfactory completion of all work, submission of all required deliverables, successful startup and commissioning, and final inspection by VA Engineering Service. The system shall be returned to full operational condition supporting normal condenser water flow to the chiller serving the main hospital kitchen walk-in cooling system.
