Janitorial Services for Solid Waste

Pinellas County is soliciting an Invitation to Quote for comprehensive janitorial services to maintain various Solid Waste facility buildings, including the Admin, Scalehouse, IWTF, HHW, and Maintenance locations. The scope of work encompasses routine scheduled cleaning, floor maintenance, and the distribution and inventory of paper products and soaps. Specific tasks include general office cleaning, restroom sanitization, breakroom disinfection, and periodic deep cleaning such as VCT floor stripping and waxing. The contractor is required to adhere to the International Sanitary Supply Association Clean Standard and utilize a color-coded cleaning system to prevent cross-contamination. All cleaning products must be environmentally green and certified through the Green Seal GS-37 standard, with Safety Data Sheets provided for all chemicals used. The contract is designed for a 60-month term with the possibility of two additional twelve-month extensions. Award will be granted to the lowest responsive and responsible quoter, with specific preferences given to certified Small Business Enterprises (SBEs) and contractors using postconsumer recycled materials. Qualified bidders must provide a reference list of at least four similar customers and proof of registration with the Florida Division of Corporations. Insurance requirements include General Liability, Auto Liability, and Workers Compensation where applicable, with Pinellas County named as an additional insured. All submissions must be processed electronically through the OpenGov portal by the specified deadline.
