Janitorial Services-Oxford Courthouse

The State of Maine Judicial Department is soliciting proposals for professional janitorial services at the Oxford Courthouse, located at 26 Western Ave. in South Paris, Maine. The scope of work covers approximately 8,000 square feet of Class A office space, including courtrooms, judges' chambers, clerks' offices, bathrooms, and conference rooms. The contract consists of an initial performance period from December 1, 2026, to November 30, 2027, with two optional renewal periods extending the potential term through November 30, 2031. Award will be based on the best value to the state, utilizing a 100-point scale that evaluates technical qualifications and a pro-rated cost score. The selected bidder must employ skilled personnel, maintain a backup pool of two cleared staff members, and ensure all employees wear identifying nametags. Strict adherence to safety standards is required, including the use of OSHA-approved materials and the maintenance of Material Safety Data Sheets on-site. Subcontracting is limited to 15% of the total work. The Judicial Branch will conduct daily and monthly inspections to ensure quality; failure to meet standards may result in immediate corrective action and the cessation of payments.
