AI Contract Overview
The U.S. Army Microfinance and Contracting Command at Fort Knox is soliciting STEM training services for 350 Junior Reserve Officers' Training Corps (JROTC) cadets through a firm fixed-price contract under solicitation W9124D26QA244, with performance scheduled for June 15–16, 2026, at Bowie State University in Maryland. The requirement is for a comprehensive two-day STEM camp addressing drones, robotics, graphing, problem solving, teamwork, critical thinking, leadership, team building, and self-awareness, delivered by certified instructors with full provision of all personnel, equipment, materials, and supervision. The award will be made to the lowest-priced, responsive offeror that meets all Performance Work Statement (PWS) requirements and is deemed responsible, using Simplified Acquisition Procedures with no negotiations anticipated unless deemed necessary. The government will evaluate proposals against mandatory pass/fail gates for responsiveness and responsibility, with a 10% price evaluation preference applied to offers from HUBZone small businesses that have not waived the preference, while also considering offers from small businesses and service-disabled veteran-owned small businesses. All submissions must be made via email to the Contract Specialist by 1:00 p.m. Eastern Time on June 1, 2026, using the SF 1449 form with specific blocks completed, and must include company details, UEI, CAGE code, and tax identification number. Quotes must remain valid for 60 days after the deadline, and amendments to the solicitation will be posted solely on SAM.gov, which offerors are obligated to monitor and acknowledge. The contractor must maintain a continuous physical presence at the performance site during the contract period and ensure all teachers are certified in STEM instruction. Deliverables include the STEM camp for cadets, hard copy and PDF cadre certifications, and an itemized invoice submitted electronically through the Wide Area Workflow (WAWF) system, which requires contractor registration in both SAM.gov and WAWF. Inspection and acceptance occur at the contractor's location with the government acting as the receiving authority at Fort Knox, and the contracting officer’s representative will monitor technical compliance, with a designated contract manager and alternate required for performance oversight. The solicitation incorporates numerous FAR and DFARS clauses related to executive compensation reporting, security prohibitions, subcontracting, labor standards, export control, and government work product, and requires compliance with all socioeconomic representations including exclusion list checks and declarations regarding covered defense telecommunications equipment.
