This contract solicits firm-fixed-price services to provide lodging, meals, transportation, training facilities, and a residential STEM experience for 360 Cadets over a six-week period between June 1 and July 17, 2026. The program consists of six consecutive one-week cycles, each supporting 60 Cadets and 4 Cadre members, conducted at a contractor-managed location in Mississippi, specifically at a university campus, with participants primarily from Mississippi, Alabama, and Louisiana. The Department of Defense’s Army Cadet Command oversees this effort, with primary administrative and inspection points located at Fort Knox, Kentucky. The contractor is responsible for meeting stringent federal and military standards, including compliance with Cadet Command Regulation 145-2 and relevant FAR and DFARS clauses. All services must align fully with the Performance Work Statement (PWS), ensuring gender-segregated billeting, scheduled meals, transportation, and adherence to a quality assurance surveillance plan administered by designated government representatives. The contract enforces comprehensive regulatory and security requirements, incorporating standard FAR and DFARS provisions with several deviations that address security prohibitions, subcontracting, termination rights, and prohibitions on certain business dealings, including restrictions on equipment from specified foreign entities. Payment and invoicing must occur electronically via the Wide Area WorkFlow (WAWF) system, and the award will be made on a lowest-price technically acceptable basis, where technical compliance is prerequisite to price evaluation. The solicitation specifies no set-aside status, does not disclose pricing details, and lacks detailed evaluation factors beyond the LPTA criterion. Proposal submissions are due within a tight window and must be electronically submitted to the designated government official. The contract further includes provisions related to labor, tax compliance, ethical conduct, and non-engagement with disallowed entities, ensuring alignment with federal acquisition policies and safeguarding sensitive defense information throughout contract execution.
