AI Contract Overview
Moore Air Base has been a central site for sterile insect dispersal for over 60 years, currently operating ten daily flights with small aircraft using low lead-grade aviation fuel. However, with new production facilities and plans to modernize the MexFly fleet, there is a critical need to upgrade fuel infrastructure. This requires the installation of two Jet A fuel storage tanks to accommodate contracted aircraft involved in New World Screwworm (NWS) sterile fly dispersal, as well as future aircraft planned for ongoing MexFly missions. The base's existing AvGas LL100 supply cannot support the Beechcraft King Air Model 90, chosen for NWS dispersal, highlighting the need for Jet A fuel, which will also be necessary for upcoming Cessna 208 aircraft slated to replace the current Cessna 306 fleet. The Secretary of Agriculture has designated Moore Air Base as a key production site to combat the spread of NWS that threatens livestock and human health. The upgraded fuel capabilities at the Edinburg, Texas location are essential to meet the operational demands of this mission. This contract is a total small business set-aside under NAICS code 237120 and has a response deadline of June 12, 2026. Interested parties should review at least the first four pages of the solicitation to address common inquiries before submission. A site visit has been scheduled for June 1 at 9 a.m., as indicated in an amendment to the original solicitation. The contact point for this opportunity is Jim Roloff from the Department of Agriculture’s Minneapolis office.

Full Description
For more than 60 years, Moore Air Base has served as a hub for sterile insect dispersal operations, supporting an average of ten daily flights with two to three small aircraft that currently utilize low lead–grade aviation fuel. With the establishment of new production facilities and the planned modernization of the MexFly fleet, updated fuel infrastructure is now required. To meet these operational demands, two Jet A fuel storage tanks must be installed to support contracted aircraft for New World Screwworm (NWS) sterile fly dispersal, as well as future aircraft to be procured for continued MexFly missions.
The Secretary of Agriculture has designated Moore Air Base as a critical production site for NWS to help prevent the spread of infestation to livestock and potential human hosts. To support this expanded mission, upgraded fuel storage capability is essential for upcoming flight operations. The base’s existing AvGas LL100 supply is incompatible with the Beechcraft King Air Model 90, the aircraft selected for NWS dispersal. Jet A fuel will also be required for the future Cessna 208 aircraft planned to replace the current Cessna 306 fleet used in MexFly dispersal operations.

PLEASE NOTE: Interested parties are urged to read at least the first four pages of the RFQ. This will save you and the government time because many of the questions we receive are answered there. Thank you.
Amendment 1 is posted below. It changes the date of the site visit to June 1 at 9 a.m.
Those intending to attend the site visit must provide names in advance. Send to james.g.roloff@usda.gov.
NOTE: We do not have an independent government estimate for this project. The solicitation states that the estimated magnitude of this project is between $250,000 and $500,000. As an interested party, when you develop your quote and find that your number exceeds $500,000, do not hesitate to submit your quote at whatever number you develop. The New World Screwworm program is among USDA's highest priorities, so if competitive quotes come in that well exceed the given magnitude, it's still likely that this project would be fully funded.
Site visit attendance document is posted below.
Amendment 2 is posted below. It replaces a clause with another.
Amendment 3 is posted below. It extends the closing date to June 18.
