MSFC JOFOC No.25-129


This JOFOC authorizes the MSFC Procurement Office to modify Contract number 80MSFC23CA004 (METTS III), for the purpose of:


  1. Increasing the contract ceiling value in order to account for existing and future cost overruns expected to be incurred in performance of the Contract, due to higher‑than‑estimated expenses and increased work, driven by accelerated efforts to return Americans to the Moon under the Artemis program, which are within the scope of the existing METTS III contract; and
  2. Extending the contract for 12 months, structured as two 6-month option periods.


JUSTIFICATION ANNOUNCEMENT NOTES:


  • NOTE 1: This JOFOC is being publicized in advance of contract modification(s) for the requirements noted above.  Because no pertinent contract modification has been awarded as of this announcement, the date shown in the ‘Contract Award Date’ field reflects the JOFOC approval date and is not the award date of any contract modification.
  • NOTE 2: The statutory authority permitting other than full and open competition is 10 U.S.C. §3204(a)(1) as implemented by RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy Agency requirements.” (FAR Equivalent: FAR 6.302-1 - Only one responsible source (except brand name)).
