Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test and Threat, is issuing a Call for Solutions (CFS) under the Army Open Solicitation W9128Z-25-S-A002. The objective is to modernize the Synthetic Training Environment (STE) Virtual Software (VSW) to address capability gaps in the current Reconfigurable Virtual Collective Trainer software baseline. The government seeks a cost-effective, technically sound solution that delivers a doctrinal gate to live fire, a true combined arms environment, full mission command concurrency, and an open system architecture with published SDKs and APIs. The total combined value of all awarded lots is approximately 250 million dollars. The acquisition is structured into five distinct capability lots based on a platform and application model. A strict organizational conflict of interest rule is enforced for Lot 5, prohibiting any entity performing on Lot 5 from participating in Lots 1, 2, or 4. Evaluation is based on three weighted factors, with speed to Initial Operating Capability (IOC) and a certifiable Table II training capability being the highest-weighted factor, followed by technical approach and relevant experience. Technical solutions are evaluated based on their architectural soundness, modularity, and integration readiness, with a non-negotiable requirement for the native ingest and render of One World Terrain data for initial system acceptance. The procurement process utilizes Other Transaction Authority under 10 U.S.C. 4022, featuring a milestone-based funding structure where progression to subsequent sprints requires a signed Certificate of Completion. Key dates include a final CFS posting on September 14, 2026, with solutions due by September 28, 2026. The process involves a down-select notification on October 2, followed by demonstration pitches and final awards anticipated by November 13, 2026. Submissions are divided into an administrative volume and an anonymous technical concept volume, with specific requirements for TRL 8/9 verification and the use of physical storage media for large government furnished information transfers.

Missile Defense Agency - Advanced Capability Concepts
Solicitation # HQ0860-25-S-C001
The Missile Defense Agency (MDA) solicitation HQ0860-25-S-C001, titled Advanced Capability Concepts, is an ongoing opportunity for industry to present innovative concepts, technological breakthroughs, and prototype demonstrations to enhance the robustness and effectiveness of all Missile Defense System elements. The solicitation period runs from May 9, 2025, through May 8, 2030, and is open to a wide range of eligible entities, including large and small private businesses, non-profit organizations, accredited domestic institutions of higher learning, government entities, and Federally Funded Research Development Centers. The agency is seeking advancements in areas such as kinetic and hypersonic defense, command and control battle management, integrated non-kinetic and electronic warfare, disruptive technologies, and space-based sensors and effectors. The procurement utilizes a two-step selection process. In the first step, offerors submit white papers that are evaluated based on technical achievement, research capabilities, and program management. Technical achievement is weighted equally to the combination of research capabilities and program management. Selected white papers proceed to the second step, where offerors receive a detailed request for information to enter negotiations toward an award. The MDA will consider all contract types recommended by the offeror and may utilize FAR-based procurement, Other Transaction (OT) agreements, or Revolutionary FAR Overhaul (RFO) requirements. Submissions must be sent electronically to MDA.ACC-WP@mail.mil and must include a title page with a 250-word abstract, an executive summary and program description limited to 10 pages, a program plan with a milestone chart, a rough order of magnitude cost estimate, and a program summary quad chart. Offerors must be registered in the System for Award Management and are required to disclose any organizational conflicts of interest using MDA Form DA-78-F2. Evaluation of submissions may involve the use of artificial intelligence mechanisms.

Disruptioneering Program Announcement
Solicitation # DARPA-PA-25-07
The Disruptioneering Program, managed by the DARPA Defense Sciences Office, is designed to rapidly identify and leverage nascent scientific advances for national security through high-risk, high-payoff research initiatives. Rather than accepting proposals directly under the general Program Announcement DARPA-PA-25-07, the program operates by issuing specific Disruption Opportunities (DOs). These DOs are short-term solicitations, typically lasting no more than 60 days, that target specific technical domains to produce prototype demonstrations. Awards are issued as Other Transaction (OT) agreements for prototypes under 10 U.S.C. § 4022, which allows for greater flexibility and faster execution than traditional FAR-based contracts. Projects are often structured in two phases, consisting of a base phase and an optional second phase contingent upon the outcome of the first. Proposals are evaluated based on overall scientific and technical merit, relevance to the DARPA mission, and price reasonableness. Submissions must adhere to a strict three-volume format: a Technical and Management volume, a Price Proposal volume, and an Administrative and National Policy Requirements volume, along with a summary slide and a Task Description Document. Key administrative requirements include compliance with Cybersecurity Maturity Model Certification (CMMC) for safeguarding federal information and strict disclosures regarding organizational conflicts of interest, particularly for entities providing SETA or A&AS support. Payments are milestone-driven and processed through the Wide Area Workflow (WAWF) system, with the Technical Representative or Program Manager responsible for the formal inspection and acceptance of all deliverables.

The Defense Advanced Research Projects Agency (DARPA) is soliciting research proposals under the Area-Multiplied Photonic-crystal Enhanced Devices (AMPED) program, aiming to develop single-mode, diffraction-limited, continuous-wave laser devices with unprecedented output power in a chip-scale form factor, representing a dramatic leap beyond existing photonic-crystal surface-emitting laser technology. This initiative is structured as a 42-month effort divided into two phases: Phase 1, lasting 24 months, focuses on design, modeling, and validation of novel 3D photonic crystal and gain structures to overcome fundamental scaling barriers, while Phase 2, spanning 18 months, supports the maturation of these designs into functional hardware prototypes and system-level integration. Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by July 9, 2026, with a mandatory abstract due June 4, 2026, and a notice of intent required by June 25, 2026. The solicitation is issued under an Other Transaction for Prototype authority pursuant to 10 U.S.C. § 4022, bypassing traditional FAR/DFARS regulations in favor of flexible, performance-based agreements designed to attract nontraditional defense contractors and innovative research entities. Cost sharing is generally not required unless the proposer is a traditional defense contractor without substantial collaboration with nontraditional partners. The program is funded at an estimated $53 million, with $39 million allocated for Phase 1 and $14 million for Phase 2, disbursed in milestone-based payments tied to specific deliverables and government acceptance criteria. Key deliverables include an initial program execution plan, physics and thermal management models, CUI compliance documentation, a final Phase 1 report with characterization results, and Phase 2 hardware validated by the Government’s Independent Verification and Validation team. Proposers must comply with stringent Controlled Unclassified Information (CUI) protocols as outlined in the NIST 800-171 standard and the AMPED CUI Guide, requiring certification of information system compliance or a feasible plan to achieve compliance within four months of award. All submissions must be in English, adhere to strict page and format limitations, and disclose any use of AI tools in proposal preparation. Entities must be registered in SAM.gov with a Unique Entity ID, TIN, and CAGE code, and must complete the required Other Transaction Certification and other legal representations, including disclosures of organizational conflicts of
