Intelligent Generator of Research (IGoR)

The Intelligent Generator of Research (IGoR) program, managed by the Advanced Research Projects Agency for Health (ARPA-H) under the Department of Health and Human Services, aims to develop an AI-enabled interoperable research ecosystem designed to drastically accelerate therapy development for complex diseases by enabling validated knowledge creation at least ten times faster than conventional methods. The program is structured across four technical areas: Digital Twins of Disease to capture disease dynamics and prior research, a New Science Engine to explore models and generate hypotheses, Interoperable Experimental Procedures to standardize lab protocols through layered abstractions, and an Experimental Marketplace to automatically execute standardized experiments via a network of validated laboratories. The envisioned system includes mechanistic disease models, an AI orchestration layer for identifying knowledge gaps and designing experiments, a protocol architecture ensuring reproducibility across labs, and a distributed marketplace for generating gold-standard data. This initiative is being advanced through a special notice, ARPA-H-SN-26-155, which serves solely as a pre-solicitation informational notice and does not constitute a formal request for proposals or a binding solicitation. Responses to this notice are not offers and cannot result in a government award. A Proposers' Day is scheduled for June 9, 2026, both virtually and in-person in Arlington, VA, to provide guidance and context for potential respondents. Advance registration is required through the ARPA-H solutions portal. The program envisions a three-phase timeline spanning 60 months total—18 months for Phase I, 18 months for Phase II, and 24 months for Phase III—with the NAICS code 541715 applied and no set-aside designated. There is no estimated contract value available at this stage, and no formal solicitation, evaluation criteria, contract clauses, or delivery terms have been issued as the agency is currently gathering input to inform future programming.
